ABOUT THE JOB

Reporting to the CCCM Team Leader, the overall responsibility of CCCM Officer is to contribute to the day-to-day implementation and quality of the DRC CCCM activities in Kandahar. This will include quality of planning, implementation and follow up of all technical aspects of CCCM activities being implemented by DRC teams; develop and maintain good relations with the persons of concern, relevant stakeholders and other humanitarian actors, to support adequate implementation and coordination of DRC activities.

This role has an area focus and ensures compliance to DRC procedures and guidelines at area-level. The role will also contribute to the development CCCM area strategies, which will be translated into action plan and day-to-day tasks for the implementing teams.

Working in the CCCM sector involves working in informal settlements and at IDP hosting sites and working together with other international and local organizations to coordinate implementation of humanitarian activities, support community-based site management mechanisms, and collect information on informal settlements for direct improvement on residents’ living conditions, coordinate services, and to advocate for the needs of site residents. The CCCM Officer is a key role within the team as it is responsible for implementing activities in the field and for ensuring smooth implementation by coordinating with support service staff. This position will require a wide range of skills, including strong communication skills, a pro-active mindset, and good team spirit.

Responsibilities:

  • Support the establishment of representative and inclusive site committees (men and women committees)
  • Attend regular meetings with site committees, relaying minutes and important findings to Team Leader and Specialist
  • Conduct new assessments and surveys to capture gaps, needs and areas of duplication in the sites, and available services and active partners for the sites.
  • Closely liaise with site management committees for implementation of emergency services, Shelter and hygiene assistance, site-level referrals to other actors for assistance, and community-based initiatives
  • Lead on introduction of the Community-Based Initiatives (CBI) and facilitate the establishment of CBI groups, review proposals from CBI groups, and once approved, support CBI groups to implement the initiatives.
  • Assist in facilitating meetings with various stakeholders, including local de-facto authorities, Clusters, NGOs, INGOs, UN and IDPs, including translation and minute taking of meetings
  • Work closely with Accountability Officers to take action on feedback by communities on DRC and other partner activities, including reporting feedback directly to Accountability Officer
  • Ensure proper filing and organizing of necessary project documents, support on procurement and distribution of in-kind distribution stock as directed by CCCM Team Leader
  • Conduct distributions of assistance in the sites, as directed by CCCM Team Leader.

ABOUT YOU

To be successful in this role you must have:

Experience and technical competencies:

  • University degree in relevant area (social sciences, civil engineering, logistics etc).
  • Minimum two years of experience in international and/or local NGO; ideally involved in CCCM, Emergency, Protection, Shelter, or WASH program, or in support functions (logistics, supply etc.)
  • Strong organizational skills
  • Good conceptual understanding of protection and human rights
  • Excellent representation, negotiation, interpersonal, and communication skills
  • Strong team spirit and ability to work comfortably in multi-cultural contexts
  • Good skills with basic software, such as MS Word and Excel
  • Ability to come up with innovative solutions to unexpected and challenging problems

Preferable:

  • Previous experience in working in DRC
  • Strong protection, shelter, or WASH background is an asset.
  • Strong English skills are desirable but not obligatory.

Education/qualifications:

  • Bachelor’s degree in any relevant field

Languages:

  • Strong working proficiency in Pashto and Dari. Good English language skills are desirable
