JOB PURPOSE

This is a roster for HR officer for WFP Egypt. The National HR Officer will be based in either our Regional Bureau or Country office (both located in Cairo). The incumbent will be providing HR operation support and activities as well as people operations excellence. The incumbent is expected to support the delivery of professional, client-focused HR services, partnering with managers to implement HR solutions in line with WFP corporate priorities; ensure compliance to organizational policies and procedures and promoting a positive work environment.

KEY ACCOUNTABILITIES (not all-inclusive)

  1. Support HR operational activities or projects that are aligned to business needs, following standard processes, and ensuring alignment with wider WFP policies
  2. Respond to queries from managers and staff, understanding their issues and ensuring policies, procedures, processes, systems and tools are available and correctly applied to support them.
  3. Contribute to the effective management of the employment relationship between WFP and its staff, by administering conditions of service, contracts, and appropriate entitlements.
  4. Support staff capability building, working with managers to understand individual skills and business requirements, and organizing development solutions which equip people with the skills and knowledge required to meet current and future challenges.
  5. Support and deliver onboarding activities to ensure new employees have a positive experience of WFP and are successfully integrated into their new role and the organization.
  6. Provide support in recruitment and building talent within WFP, working with managers to understand their needs and organizing solutions to recruit, retain and develop a high calibre workforce to deliver the business strategy.
  7. Support for organizational design activities that enable senior management to define and organize structures and jobs and allocate people to the right places in order to improve efficiency.
  8. Collate data and contribute to preparation of accurate and timely reporting, supporting a WFP wide view of HR activities that enables informed decision-making and consistent information for stakeholders.
  9. Conduct straight forward data analysis under close guidance of a senior HR Officer, in order to support others on projects or contribute to process efficiencies and improvements.

  1. Ensure timely service provision and promote customer intimacy
  2. Create a positive onboarding experience for new joiners
  3. Monitor employees' contract administration and benefit & entitlement and ensure payroll and personal actions are taken in timely and qualitative manner
  4. Strengthen the knowledge and skills of HR Colleagues in the team in terms of HR Operations, Onboarding and Contract Management

STANDARD MINIMUM QUALIFICATIONS

Education:

Advanced university degree in Human Resource Management, Public or Business Administration, Industrial Psychology or other relevant field, or First University degree with additional years of related work experience.

Work Experience:

  • At least three years of postgraduate professional experience in Human Resources with strong expertise in HR Operations with an interest in international humanitarian development.
  • Experience in recruiting, contracting management, performance management, conducting employee performance reviews, administering payroll systems, and managing employee benefits programs
  • Experience in partnering with senior management and managers and providing innovative solutions
  • Experience working as part of a multicultural and diverse team
  • Experience in supervisory role or as project lead

Knowledge & Skills:

  • Customer Orientation and proficient communication skills (verbal – written)
  • Ability to transfer knowledge, best practices to colleagues in a context-relevant and credible way
  • Curiosity to learn, challenge the status quo and positive drive
  • Understand the need for confidentiality when dealing with sensitive information related to employees
  • Adept at using computer software applications to support human resource operations such as HRIS (Human Resource Information System)
  • Strong analytical – reporting skills to compile, maintain, analyze, and prepare strong people reports to draw some (initial) conclusions and help key stakeholders make some informed decisions

Languages:

Fluency in spoken and written English and Arabic.
