UNICEF's Global Shared Services Centre (GSSC) in Budapest, Hungary supports UNICEF operations globally in the areas of Finance, Human Resources, Payroll and Information Technology.

How can you make a difference?

The Senior Human Resources Associate (Payroll Quality Assurance) will be responsible for strengthening oversight over the internal processing at the GSSC, including a new component of service quality assurance, to ensure payroll services are performed efficiently in compliance with UNICEF policies, procedures and internal SOPs.

In addition to the role of compliance, the incumbent will also monitor processes, follow up on suspicious transactions, issue reports on trends from data analysis and raise awareness of potential fraud risk.

This role will complement the work done by the Subject Matter Expert (SME) function.

The Senior Human Resources Associate (Payroll Quality Assurance) will report to the Chief Human Resources (Payroll), who is at the P-5 level.

Responsibilities include:

Compliance

  • Define Quality Assurance (QA) program and quality guidelines
  • Perform quality audits and statistical sampling for quality control testing including the compensation tables
  • Conduct QA reviews on Transaction Processing, ensuring compliance with SOPs and, consistency in application of HR rules across teams
  • Complete SOP risk analysis
  • Ensure that comprehensive documentation is in place on which to base compliance review
  • Ensure that the risk framework is updated and representative
  • Prepare and present compliance reports, that highlight issues identified or unresolved
  • Evaluating process and system improvements

Detective reporting

  • Review Risk Frameworks
  • Conduct Risk Assessment and Fraud Prevention Analysis
  • Utilize data analytics methods (detective control analysis – see such as variance analysis, verification procedures (completeness and accuracy) to validate fluctuation in data is reasonable and highlight unexpected anomalies requiring further investigation.
  • Request supporting information and evidences from random chosen staff member samples to compliment the ‘self-certification’ model of business within UNICEF for specific HR entitlements or allowances.
  • Produce detective control reports. Facilitate discussion with WSM regarding report results and follow-up actions required.

Coordination with key partners and stakeholders

  • Work closely with work process owners and stakeholders keeping them informed of findings and follow up actions required.
  • Liaise with Service Quality Management focal points to ensure service quality assurance
  • Coordinate with audit focal points to conduct proof audit
  • Provide overall support to HR Payroll Section and Chief as required, including special projects.

To qualify as an advocate for every child you will have…

  • Completion of secondary education (i.e. high school diploma) is a minimum requirement.
  • University level courses in human resources, finance or business administration are desirable.
  • Minimum of seven years of relevant work experience in payroll and related areas is required. A completed university degree from an accredited institution will be counted toward the minimum work experience requirements.
  • Solid knowledge of payroll processes and entitlements is required.
  • Strong knowledge of HR and Payroll systems, including SAP is required.
  • Strong data analytical skills are required.
  • Proven initiative, proactivity and ability to work independently.
  • Strong interpersonal and communication skills.
  • Work experience with a development organization is an asset.
  • Work experience in shared service centre context is an asset.
  • Fluency in English (verbal and written) is required. Knowledge of an additional UN Language (Arabic, Chinese, French, Russian, Spanish) is considered an asset.
