Purpose of the engagement

UNICEF’s Philippines is expanding its talent pool for various programme support to meet its increasing wok demands. As such, UNICEF is looking for high caliber programme support personnel who will provide day to day support for the various Sections in the areas of budget monitoring, travel administration, support documentation, communications and other day-to day needs of the UNICEF Philippines country office.

Methodology & Approach

Qualified applicants will be pooled and offered a letter of engagement (LOE) covering a period minimum of 15 days renewed as needed up to 11.5 months subject to performance review and validation with fixed professional rates per engagement for the duration of the LOE. Travel and daily subsistence allowance will be dependent on the assignment location, consultant's place of recruitment, and duration.

The LOE serves as an on-call/as-needed arrangement between UNICEF and the individual for any required services and outputs during the agreed period.

Duration of individual assignments is dependent on the section’s volume of requirements. This will be discussed and agreed upon between UNICEF through the hiring section or requiring Units and the individual contractor prior to the start of every assignment.

Task and Responsibilities:

Under the close supervision and guidance of the supervisor, the programme assistant supports the respective section (s) by carrying out a range of procedural, administrative, and operational tasks, to help develop, implement and monitor their country programme, ensuring timely and effective delivery that is consistent with UNICEF rules and regulations. It shall undertake the following:

  • Facilitate the processing of contracts for consultants, vendors and external partners that support the office in programme delivery. This includes preparing and filing documents, completing necessary forms and templates, uploading terms of reference’s (TORs) in VISION --- UNICEF’s Enterprise Resource Planning System, and making necessary logistical arrangements. Keeps vendor lists, partners, and consultant rosters up-to-date.
  • Collecting invoices and filing documents for approval and thereafter processing in VISION and Gateway Services UNICEF’s Global Shared Services Center system.
  • Preparing and maintaining records, documents and control plans for the monitoring of project/programme implementation and financial expenditures.
  • Supporting the management of administrative supplies and office equipment.
  • Maintaining office calendar and arranging meetings. Taking minutes of meetings and keeping the correspondence of the team well organized.
  • Providing travel assistance to staff members in section for travel arrangements and entitlements based on the organization’s rules and policies. Liaising with relevant travel focal points to ensure that the organization obtains the best service and price for all travel.
  • Maintaining and updating a system which monitors the absence of staff.
  • Preparing and maintaining records pertaining to programme planning and development for his/her respective section.
  • Carrying out transactions in VISION ensuring programme results, activities and programme coding are as per annual work plans (AWPs), and makes amendments and alterations as per section revisions when necessary.
  • Supporting capacity development activities, meetings and conferences by making the logistical arrangements, through engaging with facilitators, caterers and hosts; arranging times through liaising with participants over availability; liaising with budget focal points and section over costs and needs; and preparing background materials for participants.

Organization & Management

The Contractor will be managed by the assigned section/unit head who will be responsible to:

  • Orient the contractor and outline the parameters of the required services.
  • Provide copies of the units team profile and objectives.
  • Provide and agree with the contractor on the work schedule, timelines and deadlines.
  • Provide relevant feedback and evaluation of the service provided and outputs submitted.

To qualify as an advocate for every child you will have…

  • Completed secondary education and, preferably supplemented by technical or university courses related to the work of the organization.
  • A minimum of five years of progressively responsible administrative or clerical work experience is required.
  • Excellent communications skills both oral and written
  • Fluency in English is required.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
