How can you make a difference?

1.0 Background:

The Federal Government of Somalia (FGS) has developed its National Development Plan (NDP9) which aims at improving the lives of Somalis and transitioning the country from recovery and reconstruction to long-term development. The Somalia National Bureau of Statistics (SNBS) has established an agreement with UNICEF to implement Multiple Indicator Cluster Survey (MICS) to provide critical data to monitor progress towards the Sustainable Development Goals (SDGs) and objectives of NDP9. The sample size is 12,000 households, with 600 households per region of Somalia except Benadir and Waqooyi Galbeed which will have extra 600 households each. The sampling frame of enumeration areas (EAs) from SHDS 2019 survey carried out by SNBS is planned to be used MICS Somalia. Starting in 2017 the EAs for urban, rural, and Nomadic areas in each region were delineated based on up-to-date, high-resolution satellite imagery, as well as on-the-ground knowledge of the digitizing team. However, this sampling frame may be outdated and could potentially introduce coverage bias since it excludes rural settlements that were not included in the original sampling frame including areas that were not digitized because of access constraints, given that it has been several years passed from the creation of the Somalia SHDS frame and changes in population dynamics and access a consultancy is requested to analyse the full depth of coverage of the current frame, review available Grid frames and propose a way forward based on verified and validated approach for sampling for Somalia MICS 2024 survey.

2.0 Duration and managerial arrangements:

The indicative duration of the contract is for 2 months with 30 working days starting on 15 June 2023. The contracted institution will report to the Chief of Planning, Monitoring and Evaluation in UNICEF Somalia. There will be a committee made of technical staff of SNBS, UNICEF Somalia and UNICEF MICS team at Regional and Headquarters level to review and support.

3.0 Purpose and objective:

The purpose of the consultancy is to assess current available sampling frames and propose a sampling design for the Somali MICS 2024 survey that best represents the population. Specific objectives are:

- Analyse the 2019 SHDS sampling frame:

o First assessing the current SHDS frame in terms of coverage and its utility in identifying different strata: Urban, Rural, IDP and Nomadic

o Validate the current utility of the frame against the 2019 SHDS frame and listing

- Analyse available grid frames for potential use as sampling frame and/or to augment the 2019 SHDS frame as a hybrid approach (covering gap areas)

o Similarly, design, implement and analyse a field verification exercise test in some randomly selected EAs as described in methodology.

- Propose a final sampling methodology for Somali MICS 2024 and provide the sample

4.0 Roles and responsibilities:

UNICEF Somalia will ensure the direct supervision of the contracted institution. They will organize periodic meetings to track progress and to review and approve deliverables. They will ensure the liaison between the contracted institution and the committee. UNICEF Somalia will support and organise a validity test in collaboration with SNBS. SNBS will share with the contracted institution:

- The current geocoded sampling frame with the estimated number of dwelling structures per EA including all geocodes. - Population estimates at country and region level

- Any other data that can be used to analyse coverage and update of the current sampling frame.

UNICEF ESARO be part of the committee and will facilitate liaison with UNICEF HQ if needed.

5.0 Methodology:

Based on current SNBS share frame, the contracted institution will use other data sources including but not limited to grid population and satellite images to analyse coverage and weakness of the current sampling frame. The findings of the analysis be incorporated in a practical methodology to propose a sample design and a sample of clusters for Somali MICS 2024. There are three level of analyses are expected from the contracted institution.

1- Analyse coverage, completeness and freshness of sampling frame created for SHDS 2019 survey by estimating the extent of excluded population (villages, towns, settlements and IDP camps as well as nomad population) and accuracy of measure of size by comparing it with the listing operation done for SHDS 2019 selected EAs.

2- Identify relevant population grids and/or providers, and grid sampling approaches for Somalia which can further augment and/or support the available frame or be used as a standalone frame, and assess the best grid fit for purpose for Somalia context.

3- Develop a harmonized hybrid sample frame for selecting primary units including a harmonized measure of size.

4- Develop/propose potential sampling methodology for Somali MICS 2024 based on the above analyses

5- Design, implement, train and analyse a field verification exercise1 for a sample of EAs using MICS golden standards of mapping and listing and compare these results with proposed approaches to identify the best fit. The contracted institution team is highly encouraged to make a field trip to Somaliland to get a better picture of the 4 strata of the survey. The contracted institution will analyse all alternative approaches and will make clear recommendation to the committee on the way forward. This conclusion may include a use of grid sampling approach and/or a hybrid methodology including use of existing frame as well grid sampling.

To qualify as an advocate for every child you will have…

  • Advanced university degree (Master’s degree or equivalent) in Statistics, Demography, sampling, or a related field.
  • Applicant should demonstrate a wide experience on the application of statistical research (both quantitative and qualitative) and particularly on Survey Grid Sampling Approach with 5 years’ experience.
  • Developing country work experience and/or familiarity with emergency is considered an asset.
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
