Background** The UNESCO culture programme in Viet Nam in 2022-2023 is set to promote the integration of culture in sustainable development through engaging with local communities. In this regard, UNESCO seeks to support the inter-sectoral coordination between authorities and institutions responsible for culture management and those responsible for the new rural development programs; bringing about a coordinated policy between the local infrastructure development and the support mechanisms promoting living heritage in the rural development. Towards this objective, two key activities are proposed including (1) the support the organization of an inter-ministerial policy dialogue on integrated policies to promote living heritage in new rural development program (expected to be held in Ha Noi); and (2) conduct a field study to collect good practices and prepare a policy paper with recommendations which shall be presented in such policy-dialogue. UNESCO is seeking for a national consultant to conduct this study which shall examine the practices and opportunities for nurturing intangible cultural heritage at local public spaces and for promoting the integration of culture in the new rural development at local level. Long Description ---------------- **B. Key assignments** The national consultant shall work closely with UNESCO responsible officer under the overall authority of the UNESCO Representative and direct supervision of the UNESCO Culture Specialist; and be responsible for the key tasks as following: 1\. Develop an outline study on the field assessment and collection of local good practices of living heritage in model new rural communes; prepare a research report with recommendations for integrated policies and support programmes to promote living heritage in new rural development program; 2\. Conduct and lead the field missions in the selected locations of research, tentatively in Lao Cai, Quang Nam, Lam Dong, Dong Thap and Ho Chi Minh City. (maximum 18 days for all trips – numbers of day per trip will be agreed later) 3\. Finalize the research report, prepare and deliver a presentation of research findings at the policy dialogue. **C. Deliverables** 1\. An outline study and field research plan in Vietnamese, 30 July 2022 2\. A draft research report in Vietnamese, 30 October 2022 3\.
