Background UNESCO’s Biosphere Reserves and other UNESCO-designated sites in Asia and the Pacific play an important function as “models for sustainable development” – sites at which new and innovative and integrated approaches and practices in research, education, management and governance are implemented and communicated to the public. Governance practices in UNESCO-designated sites generate new information and knowledge with the potential for replication on wider scale in support of the 2030 Agenda and the Sustainable Development Goals. With member states across the region committed to the implementation of the 2030 Agenda and related goals and targets, such “model approaches” will be in high demand, providing ideal conditions for ensuring a significant project impact, far beyond its direct beneficiaries and timespan. UNESCO’s Biosphere Reserves – now counting 714 sites in 129 countries around the world – are recognized and positioned as “science for sustainability support sites”. Biosphere Reserves are special places for testing interdisciplinary approaches to understanding and managing changes and interactions between social and ecological systems, including conflict prevention and management of biodiversity. As such, Biosphere Reserves are ideally positioned to serve as hubs for the development and implementation of good governance mechanisms – informed by the principles of Sustainability Science and towards the realization of the 2030 Agenda and the Sustainable Development Goals. UNESCO Office Jakarta requests proposals from competent individual with extensive experience in conducting research to submit technical and financial proposals based on the following Terms of Reference. Long Description ---------------- 2\. Objectives The overall objective of the advertised task is to enhance capacities and knowledge about sustainable governance of UNESCO-designated sites among key stakeholders and decision makers through pilot research projects, knowledge transfer, capacity development activities. 3\. Outputs The expected outputs of the task are: 1\. Identification of three pilot sites in Asia and the Pacific, at least one of which should be located in the Southeast Asia sub-region; 2\. A detailed comparative analysis of governance practices at each site; 3\. A detailed set of recommendations for how governance mechanisms at each pilot site can be optimized; 4\. An outline training course tailored for Biosphere Reserve managers and key stakeholders at each site with the objective of strengthening governance practices; 5\. A final report detailing the work undertaken towards 1-4. Long Description ---------------- 4\. Activities In close consultation and coordination with UNECO, the Contractor will be responsible for carrying out a series of tasks including: 1\. Submit to UNESCO Office Jakarta a work plan and timeline for carrying out the project. (5% of consultant’s time) 2\. Conduct research and assessment of each selected Biosphere Reserve. (40% of consultant’s time) This activity should cover but not limited to: a. Identification of three pilot Biosphere Reserves; b. Assessment and development a governance comparison of the selected sites; and c. Consultation with concerned ministries and local stakeholders to assess how the Biosphere Reserve concept is implemented and communicated. 3\. Propose recommendations to be implemented at the selected sites, (35% of consultant’s time) including: a. Recommendations on the optimization of governance practices aimed at enhancing the contribution of each site to the global Sustainable Development Goals; b. An outline training course tailored to each site to serve as the basis capacity building activities targeting Biosphere Reserve managers and other key stakeholders with the objective of strengthening governance practices; and 4\. Present the result of the study and recommendations at a multi-stakeholder workshop and submit a final report with details of all aspects of the work undertaken for approval by UNESCO (20% of consultant’s time). Eligibility/ qualification/ experience requirements Working experience and fields of expertise: • Individual consultant with a Master of Science Degree in Environment and Natural Resources Management and/or Forestry. • At least 15 years’ experience working in the field of conservation, environmental assessment, natural resources management, • Specialized in environmental assessments or nature resource management, with strong understanding in: Biosphere Reserves, community development, biodiversity conservation, forestry, natural resource management, environmental laws and other relevant issues. Language • Excellent oral and written skills in English, in particular the ability to draft documents and express views in a clear and concise manner. **DESIRABLE QUALIFICATIONS** ---------------------------- • Extensive experience working with relevant ministries in Asia and the Pacific, and international organizations is desirable. **BUDGET** ----------- 8\.
