Background UNESCO Office Jakarta is implementing a Netherlands Fund-in-Trust project entitled “Towards a Sustainable Future for the Tropical Rainforest Heritage of Sumatra World Heritage site”. Its general aim is to ensure the long-term protection of the Outstanding Universal Value of the TRHS World Heritage site by contributing to its management as an integrated property with clearly defined boundaries that are recognized and respected by all stakeholders. The Tropical Rainforest Heritage of Sumatra (TRHS), Indonesia, consists of the three largest national parks on the island of Sumatra: Gunung Leuser (GLNP), Kerinci Seblat (KSNP), and Bukit Barisan Selatan (BBSNP), and covers a total area of approximately 2.5 million hectares, making it one of the biggest conservation areas in Southeast Asia. The property was inscribed on the World Heritage List in 2004 under criteria (vii), (ix) and (x). The biodiversity of the property is exceptional in terms of both species numbers and uniqueness, including an estimated 10,000 plant species, more than 200 mammal species and some 580 bird species, many of which are endemic to the property. The property also covers an astounding diversity of ecosystems, with an altitudinal range extending from the coast to the highest mountains on Sumatra at 3,805 meters above sea level. The property was inscribed on the List of World Heritage in Danger in 2011 due to a number of threats to its Outstanding Universal Value (OUV) posed by road development plans and agricultural encroachment, among other factors (Decision 35 COM 7B.16). The World Heritage Committee at its 33rd Session in 2009 requested the State Party to submit a proposal for significant boundary modifications through extending the property by including habitats considered as critical for the key species of the property (reactive monitoring missions 2006, 2007, 2009) and excluding some areas in the property that do not have Outstanding Universal Value (reactive monitoring mission 2009) (Decision 33 COM 7B.15). The most recent Reactive Monitoring mission to the property conducted by IUCN in 2018 concluded that encroachment remains the most serious long-term threat, affecting an estimated 390,000 ha (15%) of the property. The mission observed extensive active encroachment, freshly cut trees and service roads penetrating into key wildlife habitat, to an extent that could potentially inhibit the movement of large flagship mammal species such as the Sumatran elephant and rhino. Long Description The issue of encroachment is strongly associated with persistent inconsistencies between different versions of boundary maps. During the 2018 mission, IUCN observed that many parts of the boundary are no longer properly demarcated. Over recent years, a series of Ministerial Decrees have modified the boundaries of the three national parks. These modifications have yet to be submitted for approval to the World Heritage Committee, contributing to the overall confusion and ambiguity concerning the boundary issues at all levels, and whether the proposed national park boundaries have enough values and integrity to fulfil the criteria for OUV under the WH Convention. Following the recommendation by the 2018 mission, the World Heritage Committee at its 42nd session requested the State Party to undertake revised corrective measures to restore the OUV of the property, including clarifying the legal boundaries of each component national park of the property, in consultation with provincial governments, local communities and all other stakeholders and restore and complete the demarcation of these boundaries on the ground (Decision 42 COM 7A.40). Further hereto, the Committee at its 43rd session requested the State Party to consult the World Heritage Centre and IUCN to develop a proposal for a significant boundary modification to better reflect the OUV of the property and the modifications made to the national park boundaries via Ministerial Decrees (Decision 43 COM 7A.1). So far, only limited progress has been made on the implementation of these corrective measures. On the ground, developments with potentially significant impact on the OUV of the property have continued, including the possible development of geothermal energy installations and road infrastructure. Considering the nature of these and other developments, and their potential adverse impacts on the property, there is a need to take urgent actions and consolidated efforts by all stakeholders to address these issues. As an initial step in adequately addressing the long-term threats to the OUV of property, UNESCO Office Jakarta, in collaboration with the Government of Indonesia, will support the development of proposal and road map for boundary modification of the Tropical Rainforest Heritage of Sumatra. 2\. Objectives The general objective of this project is to conduct a comprehensive review on the current boundary of the three national parks of TRHS and propose a draft boundary modification to better reflect the property’s OUV and its long-term protection for consideration by the Government of Indonesia for eventual submission to the World Heritage Committee. Long Description 3\. Outputs The expected output of this activity is a proposal for significant boundary modification of the Tropical Rainforest Heritage of Sumatra to serve as a basis for discussion among key stakeholders and eventual consideration by the Government of Indonesia to be submitted to the World Heritage Committee. The proposal should cover but not limited to: a) the challenges associated with boundary issues among all key stakeholders involved in the management of THRS; b) updated maps with the proposed boundary modification; c) recommendations for follow up actions and overall strategy for the Government of Indonesia in re-nominating TRHS with the modified boundary; and d) outline of a re-nomination dossier for TRHS based on the boundary modification proposal. 4\. Inputs The Consultant should refer his/her study to the Operational Guidelines of World Heritage, World Heritage Committee’s decision regarding TRHS, Reactive Monitoring Missions to TRHS, State of Conservation of TRHS (all documents are available on whc.unesco.org) and other reports presented by the Ministry of Environment and Forestry and NGOs working in the property. Long Description 5\. Activities Under the overall supervision of the Director, UNESCO Jakarta, and the direct supervision of the Senior Programme Specialist for Water and Environment (WES), and in close consultation with WES Unit and the Indonesian Ministry of Environment and Forestry (MOEF), the Consultant will be responsible for developing a proposal for significant boundary modification of the Tropical Rainforest Heritage of Sumatra. To this end, the Consultant shall: 1\. Undertake research and consultations towards an assessment on the boundary of the three national parks of TRHS for possible reduction of some areas in TRHS that do not have Outstanding Universal Value and extension of some areas that are the habitats of the key species of TRHS to better reflect the OUV of the property. This activity should cover but not limited to: a. comprehensive review of the degraded areas in TRHS that do not have OUV based on the reactive monitoring mission reports from 2006 to 2018, remote sensing/satellite imagery, and other reports and maps as relevant; b. comprehensive review of the areas adjacent to TRHS for the possible inclusion in the property to strengthen its OUV based on the relevant reports from MOEF and NGOs working in TRHS, remote sensing/satellite imagery as relevant; c. comprehensive review of the current boundary of the three national parks of TRHS (Gunung Leueer, Kerinci Seblat and Bukit Barisan Selatan) in comparison to the initial boundary stated in the nomination dossier; and d. consultation with concerned ministries and other stakeholders to clarify the current actual and legal boundary of the three national parks. Short Description 2\. Propose a draft boundary modification to better reflect the OUV of the property for consideration by the key stakeholders and the Government of Indonesia, including: a. recommendations for further studies to be conducted and/or additional data required; b. outline of a re-nomination dossier for TRHS reflecting the proposed boundary modification; and, c. detailed maps of the three properties illustrating the proposed modification and serving as a basis for discussion. 3\. Present the result of the study and recommendations from the report in a high-level multi-stakeholder workshop. 4\. Submit the following documents to UNESCO for approval: a. a work plan and timeline for carrying out the project; b. draft report on the above activities; and c. final report on the above activities. 6\. Timing Total contract period should be no more than 9 months. 7\. Language • Excellent oral and written skills in English, in particular the ability to draft documents and express views in a clear and concise manner. • Good oral and written skills in Indonesian is desirable.
