How can you make a difference?

The Adolescent Development and Participation Section, UNICEF East Asia and Pacific Regional Office (EAPRO) is seeking applications to a roster for individual consultants to support offices in the following key programming milestones:

• Programme Analysis: Throughout the programming cycle, it is crucial to UNICEF for periodically analyse the situation of adolescents, review evidence on cross-sector programme effectiveness, and document good practices, lessons learned, and innovative approaches in furthering adolescents’ programmes, particularly focusing on participation and empowerment of young people. This consists not only the compilation of evidence but also further analysis and consultation with stakeholders on key priorities to promote adolescents’ rights, focusing on those most vulnerable, in areas including health and nutrition, education and skills, protection from violence, and rights to meaningful engagement and participation. This phase may also involve supporting to the UN Common Country Assessment.
• Programme design: This involves support to processes of prioritization, development of theory of change, and consultation with partners among other tasks, in line with UNICEF’s Guidance on Programming for the Second Decade. This includes support in drafting programme strategy notes that highlight clear priorities for adolescents and ensure that there is focus on achieving results on adolescents’ participation and empowerment, particularly through use of consultative, collaborative and innovative approaches.
• Programme monitoring and review: This phase involves support on strengthening and/or revamping adolescents’ programme priorities if and when there is a significant review of programming which necessitates focus on adolescents’ rights, and also during mid-term reviews and evaluability assessment. Support involves facilitation of the review process, specific programming analysis, gathering of evidence, as well as facilitation of consultation with key stakeholders. This can also involve support to offices towards establishing priorities for the 10-19 age group and/or be linked to redefining existing goals towards strengthening programming for adolescents and aligning with global priorities and partnerships that may require UNICEF to work with young people as well (e.g. Generation Unlimited).
• Partnerships and Fundraising support: This involves supporting Country Offices in identifying suitable partners with whom UNICEF can expand collaboration in support of results for adolescents and young people. This may include identifying projects related to evidence generation, advocacy, policy support or similar where technical expertise is required to support and manage collaborative projects involving two or more partners. This could also entail supporting Country Offices on research proposals, concept notes, fundraising proposals and/or similar towards raising the profile and bringing in more investments in support of adolescents’ programming.

This will ensure access to additional dedicated technical expertise to the offices, particularly on emerging areas of work related to adolescents’ programming where cross-sectoral coordination and technical expertise are both needed. This will result in strengthened results-based management practice as well as increased efficiency and effectiveness in the design, implementation and monitoring of second-decade programmes.

Work Assignment:

The roster is being established to facilitate fast-tracking contracting by the regional office (RO) and country offices (COs) in East Asia and Pacific region. For each specific assignment, the contracting office may develop more tailored ToRs that are specific to the scope of tasks.

The roster will be established against the following service categories which are based on the type of expertise required to support country offices in key programming milestones. As an effective support will require a wide range of expertise and skillset across service categories, UNICEF in EAPR is particularly interested in consultancy that can provide seamless assistance through different stages of a programming cycle, in support of strengthening results for adolescents, by accompanying offices through key milestones.

Consultant will support COs in developing background notes, writing technical documents, support in facilitation of meetings and workshops, and preparation of reports pertaining to:

• Situation analysis on Rights of Adolescents
• Documentation of good practices, lessons learnt on Second Decade Programming
• Development of Adolescents’ Strategy Note for Country Offices
• Monitoring and reporting on ADAP Indicators
• Support to CPD, MTR, Evaluations, specific to the ADAP component (this may include designing of ToCs on ADAP Programme Areas
• Strategy note for promoting adolescents’ participation and empowerment

• Concept notes on partnerships to promote adolescents’ rights and fundraising proposals (areas may include climate action, mental health, digital engagement, youth engagement in skills acquisition, entrepreneurship, sports for development etc.)

  End Product:

Please refer to details mentioned in the Work Assignment and additional details as following:

• Inception Report (following the contracting of specific, subject to requirements from the contracting office): The consultant should provide an initial inception report that confirms the work plan for the duration of the contract, a calendar for deliverables and methodologies for completion of the process (as well as other elements required, depending on the assignment)
• End of Contract Report (following the completion of deliverables, subject to requirements of the contracting office): The consultant should provide a summary report to confirm the list of deliverables and highlights any challenges or recommendations for the future workplan.

Estimated Duration of Contract and Work Schedule: This is a call for consultants to be placed on the Roster valid for 2 years. The duration of contract, work schedule and necessary official travel will be upon agreement with hiring manager.

Qualifications or Specialized Knowledge/Experience:

• Advanced degree in the social sciences (sociology, anthropology, gender and development studies), Economics/Statistics or related fields relevant for the assignment
• Minimum 5-8 years in the relevant field of adolescents’ programming, with specific experience related to planning, monitoring and evaluation functions.
• Strong experience and knowledge of adolescents’ rights across key UNICEF programming areas, particularly related to adolescents and youth participation and empowerment.
• Strong and up-to-date knowledge of results-based management principles and practice in relation to cross-sectoral programmes.
• Sound and up to date knowledge and expertise in human rights-based approach to programming, gender-responsive and equity-based programming, and risk-informed programming.
• Sound and up to date knowledge of UN and UNICEF policies and practices in programme design, implementation and monitoring and reporting in support of second-decade programmes is an asset.
• Knowledge and experience in development programming in the East Asia and Pacific region is a strong asset.
• Experience working with UNICEF and/or the United Nations system on adolescents’ programming, particularly those promoting meaningful participation and empowerment initiatives is an asset
• Strong verbal and written communication skills
• Proven ability to exercise analytical and conceptual thinking
• Computer skills, including internet navigation, and various office applications

Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
