Result of Service The incumbent reports directly to the Chief, Environmental Standards Section of the Air Transport Bureau. The CAAF/3 and Cleaner Energy Consultant will directly support the coordination of work related to the CAAF/3 and relevant events throughout 2023. This consultant will also assist in analytical work related SAF and cleaner energy, including the assessment of sustainability and life cycle emissions for CORSIA Eligible fuels. The CAAF/3 Consultant will support the outreach efforts associated with CAAF/3.

Work Location Montréal, Canada.

Expected duration It should be noted that this full-time consultancy is to be filled for a period 11 (eleven) months.

Duties and Responsibilities THE ORGANIZATIONAL SETTING

This consultancy is within the Environmental Standards Section (ES) within the Air Transport Bureau (ATB). ICAO's activities in the environment field aim to limit or reduce the impact of international aviation on noise, local air quality, and the global climate. ES is responsible for the development of a range of standards, policies, guidance material and tools, and carries out analyses related to aviation and the environment. It also provides support to the Assembly, the Council, the Air Navigation Commission (ANC), and the Committee on Aviation Environmental Protection (CAEP), a technical committee of the ICAO Council.

The CAAF/3 Consultant will directly support the work on SAF and cleaner energy, including the coordination of work related to CAAF/3 leading up to the main event in November 2023. This consultant will also assist in analytical work related SAF and cleaner energy, including the assessment of sustainability and life cycle emissions for CORSIA Eligible fuels. The CAAF/3 Consultant will support the outreach efforts associated with CAAF/3 and will report to Chief, Environmental Standards.

MAJOR DUTIES AND RESPONSIBILITIES

1. Coordinate and assist in the preparations for CAAF/3 including material, documentation, reports, and presentations related to the event, achieving results such as:

  • Coordinates the development of the CAAF/3 and related events;
  • Prepares the programme, scenarios and notes, and organizes the sessions;
  • Coordinates the development of documentation and presentations related to meetings associated with CAAF/3;
  • Conducts research as required and provides material to be published on the ICAO Environmental website;
  • Supports the coordination of the exhibit space as part of the CAAF/3 event;
  • Performs other related duties, as assigned to deliver the CAAF/3 event.

2. Assess public information on worldwide innovations on CO2 emissions reductions and policies associated with sustainable aviation fuels and cleaner energy and carry out quantitative analyses, achieving results such as:

  • Critically assesses data and information on innovative research and development, policies and incentives to assist the work in relation to the SAF and cleaner energy;
  • Reviews technical reports, market assessments, technology evaluations, and similar reports and data, and prepares periodic updates on the state of development and deployment of SAF and cleaner energy;
  • Maintains the ICAO tracker on novel measures and innovations related to sustainable aviation fuels availability and cleaner energy.

3. Support the development of default life cycle emission values for CORSIA eligible fuels, achieving results such as:

  • Coordinates with the institutions applying for a default life cycle emission value, to be considered for approval by the ICAO council
  • Coordinates with the relevant CAEP subgroups of the CAEP Fuel Task Group (FTG)
  • Develops and updates databases of life cycle emission values associated with the production of SAF, based on publicly available scientific references
  • Develops life cycle emission value for CORSIA SAF with the use of publicly available models

4. Other activities as requested.

Qualifications/special skills Academic Qualifications:

An advanced university degree (master’s degree or equivalent), preferably in engineering, economics, science, political science, environment, or in a related discipline, is required.

A first level university degree in the above-mentioned disciplines in combination with several additional years of experience may be accepted in lieu of the advanced university degree.

Experience:

  • A minimum of six years of experience in various components of the air transport system (such as government regulators, airlines, airports and other service providers), and their inter-relationship, is required.
  • Experience in providing service to international meetings, is required.
  • Familiarity of ICAO functions and its organizational structure, is required.
  • Experience with understanding technology, operations and fuels, is required.
  • Experience in international environmental policies within ICAO, is desirable.
  • Experience with ICAO functions, its organizational structure and international activities, is desirable.
  • Familiarity with the role of ICAO and of other international bodies active in the environmental field and with the work of Committee on Aviation Environment Protection (CAEP) technical working groups, is desirable.

    Languages Essential:

  • Fluent reading, writing, and speaking abilities in English.

Desirable:

  • A working knowledge of French and another language of the Organization (Arabic, Chinese, Russian or Spanish).

    Additional Information Please note that the monthly rate for C varies from CAD $7,562 and CAD $10,910.
