  1. Activities :
  • Provide strategic and operational guidance and support to Angola country office, to develop and implement the country’s risk communication and community engagement strategy for polio eradication. This will require close coordination with the Polio C4D consultants, Polio Eradication Initiative (GPEI) partners and donors and other key stakeholders.
  • Support the development and implementation of a community-based surveillance plan in the targeted provinces based on the capacity assessment of existing community networks
  • Contribute to the development of a risk communication and community engagement plan to underpin the polio technical response, in collaboration with the government and civil society partners.
  • Support the Polio Team Lead in overseeing the technical aspects of the organization of social mobilization and communication activities for polio campaigns and community-based surveillance in Angola;
  • Support the development of communication materials and C4D training tools, and in implementing and monitoring capacity building activities in the framework of the national polio response and strengthening of community-based surveillance;
  • Support the Polio Team Lead in overseeing and coordinating national consultants’ activities in C4D for Polio response;
  • Support the Polio Team Lead in coordination with C4D consultants for the development of M&E activities of social mobilization and communication activities in polio campaigns;
  • Participate in EOC meetings and other critical meetings with national and provincial authorities as well as with other stakeholders such as WHO, BMGF and others that may arise.
  • Provide technical input to the overall response strategy, including the implementation of the operational work plans and provision of strategic guidance and support to operational units
  • Provide expertise and strengthen the existing communication teams by emphasizing team building and collaboration as daily routine with national/international partners.

1. Support the development of a social mapping portraying relevant community networks that can help in the community-based surveillance in the targeted provinces. Social mapping document in the targeted provinces. 15 March 2021

2. Develop a training plan of the community networks for intensified community-based surveillance in the targeted provinces. Training plan of community networks. 30 Mar 2021

3. Support the design of training modules and implementation of the training sessions on community-based surveillance in the targeted provinces. Community-based surveillance training modules. One training report compiling all sessions conducted with support from UNICEF. 30 March 2021

4. Support the design and implementation of the communication and community engagement strategy in case of Polio vaccination campaign (if applicable). Communication strategy and action plan for polio campaign based in assessment available 4 weeks before the campaign. Report of the C4D component of the Polio campaign available. C4D strategy and plan at least four weeks before every campaign. C4D report available latest 2 weeks after the campaign

5. Support the development of tailored key messages and communication materials for Polio campaigns, directed to various target populations/audiences, based on careful assessment of community knowledge, practices, and behaviors (if applicable). Package of communication materials developed and/or identified and ready for production. Communication materials available at least 3 weeks before the campaign

6. Support the Polio Team Leader in the supervision of the National C4D Polio consultants. C4D national polio consultants’ reports reviewed and recommendations made to the consultants and shared with the Polio Team Lead. 25th every month

7. Submit consultancy report on C4D activities, results, strengths, areas for improvement and recommendations, and produce relevant content to donor reports. Consultancy reports submitted on time. 25th every month

8. Participate in the coordination meetings of the UNICEF Polio team, EOC meetings and any other relevant coordination meeting with stakeholders. Participation in at least 4 coordination meetings each month with the consultant providing guidance to the group (source: meeting minutes). March to July 2021

9. Submit final report on the C4D interventions, including results and lessons learned, according to UNICEF template. Final report submitted and approved. July 2020

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
