ABOUT WFP

WFP Burkina Faso is in the process of scaling up cash-based food assistance programmes to vulnerable communities in Burkina Faso. In order to achieve this, WFP plans to increase the use of innovative approaches, transfer modalities and technologies to support these programmes in Burkina Faso. WFP therefore seeks in-house capacity to ensure that beneficiary registration and transfer management activies are thorough, effective and efficient; existing business critical systems are supported, scalable and well-adapted to WFP’s evolving needs.

In line with the country office objectives, WFP Burkina Faso requires an Business Transformation Officer (SCOPE/CBT) to coordinate and support the implementation of technologies and proceses to support cash-based activities.

ORGANIZATIONAL CONTEXT

Digital solutions are rapidly reaching some of the most vulnerable people and places affected by crisis. As one of the main humanitarian actors, WFP has the opportunity and the obligation to leverage data and technology to better know and serve those in need by digitally transforming the way it works. Such ambition led to a plan aimed at establishing, integrating, and mainstreaming the core elements of an end-to-end digital business process.

Burkina Faso is a semi-arid country in the Sahel with 40% of the population who live below the poverty line. WFP continues to assist Malian refugees in the two official camps of Goudebou and Mentao (Sahel region).

The strategic objectives of the WFP Country Strategic Plan for Burkina Faso include the support for the implementation of the UN REFORM and Telecommunication security standard implementation (TESS) and the digitalization of beneficiary's records and digital assistance services.

JOB PURPOSE

Under the overall responsibility of the Head of IT, the incumbent will be responsible to support the Country Office (CO) in the operationalization of SCOPE and related Digital Assistance Services (DAS) for WFP in the Country Office (CO). This will include analyzing new requirements and functionalities for CO, coordinating, testing and ensuring the new features respond to the programmatic needs and supervising a small team.

KEY ACCOUNTABILITIES (not all-inclusive)

• Coordinate the implementation and operations of SCOPE/DAS in the CO, ensuring involvement of all relevant stakeholders’ units at CO, Regional Bureau (RB) and Headquarter (HQ) as required. • Support the budgeting, planning and deployment of IT and Telecommunications systems and services to support digital assistance, particularly cash-based transfers and the use of SCOPE; • Build and nurture relationships with the CO business counterparts to understand and anticipate the direction of the business and ensure alignment of providers’ solutions with changing business requirements and priorities; • Manage business expectations and oversee success of solutions, seeking ongoing opportunities to increase the business value from those solutions; • Communicate business objectives, requirements and process flows, to ensure common understanding and prioritization between stakeholders for their smooth implementation; • Project manage the deployment, implementation and scale-up of new solutions or new functionality with Technology Division (TEC) teams where applicable; • Play an active role in beneficiary registration activities such as systems configuration, on-site support, data storage and synchronization as well as beneficiary services; • Ensure the provision of enhanced business intelligence (BI)/analytics to support CO decision making and risk mitigation measures, including the development and delivery of standardized dashboard and reports; • Collate data and contribute to the preparation of accurate reports on SCOPE/CBT investments and costs, providing information to inform decision-making by stakeholders; • Deploy the configured application for SCOPE beneficiary registration and card printing, as well as support POS operations and assist the business in project/intervention setup; • Support the implementation of the Beneficiary Service Desk tool to ensure calls from beneficiaries are attended to; • Test and analyze SCOPE/DAS solutions and document the match against business requirements for quality, accuracy and enhancement purposes; • Identify learning needs and support capacity building initiatives for SCOPE/DAS and new related functionalities; • Manage a team of staff, providing coaching and training to ensure appropriate development and high performance; • Support the CO on Data Protection and Privacy issues, and other regulatory frameworks related to DAS; • Perform any other duties as required.

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree in business management, computer science, telecommunications engineering or social sciences, or First University degree with additional years of related work experience or trainings/courses.

Language: International Professional: Fluency (level C) in English and French language. Intermediate knowledge (level B) of another official UN language (Arabic, Chinese, Russian, Spanish), and/or WFP’s working language (Portuguese) is an asset.

Experience: Six years or more of post-graduate progressively responsible professional experience in humanitarian aid operations and/or business systems analysis, design and development.

OTHER SPECIFIC JOB REQUIREMENTS

  • Experience in client-facing roles in either technology implementation projects or in the planning, design and implementation of humanitarian and development programmes.
  • Experience in collaborating with different humanitarian actors or different service providers to design and decide on payment mechanisms and instruments, and capacity building to coordinate the delivery of assistance in humanitarian contexts.
  • Has experience in technology service provision and support;
  • Has analysed and translated user requirements into new processes and applications.
  • Experience in implementing and supporting DAS/SCOPE is an asset;

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

  • Possession of a combination of broad business skills and IT experience including: general management skills in business and/or public sector, excellent business communications skills, business analysis including creation and review of functional and non-functional business requirements for IT solution, research and analysis, market analysis, benchmarking, industry best practices, etc.
  • Creative thinking and conceptualizing of technology-based solutions;
  • A proven record of delivering complex projects whilst working under pressure, managing stakeholder expectations throughout;
  • Positive and resilient, passionate about change and driven to exceeding your client’s expectations through exceptional delivery.
  • Knowledge of cash-based transfers (CBT) programming in humanitarian context would be an asset.

TERMS AND CONDITIONS
