ABOUT WFP

The United Nations World Food Programme (WFP) is the largest humanitarian organization fighting hunger in the world. Since 1968, WFP has been working in Niger to support poor women, men, boys and girls. We aim at reaching the Zero Hunger Goal by 2030 by supporting the Government’s efforts on two fronts : saving lives and changing lives.

To save lives, we work in crisis affected areas. We are present in the Lake Chad Basin where the violence instigated by the conflict with Boko Haram has caused the displacement of thousands of people. This crisis has had a negative impact on the stability of the Diffa region, located in the southeast of Niger. Consequently, the local population has become more vulnerable to food insecurity. The situation around the border with Mali is also very volatile and increasingly instable. WFP provides food assistance in these areas to support victims of this conflict, refugees, displaced persons, returnees and host local populations.

To change lives, we work throughout Niger to make people more resilient to shocks, particularly those induced by climate change, which threaten the agricultural production and livelihoods of the most vulnerable Nigeriens. Our package of integrated activities covers nutrition, school canteens and technical assistance for land restoration. WFP purchases part of its food supplies locally and from smallholder farmers in order to revitalize the national and local economy. We focus on capacity building with the government and communities, victims of repeated shocks. People manage to break the vicious circle of poverty and look towards a better future for themselves and their children.

WFP manages the United Nations Humanitarian Air Services (UNHAS). Some regions are far from the capital and more difficult to reach. Thanks to its aircrafts, UNHAS enables all humanitarian personnel working in Niger to quickly and safely reach locations where they have ongoing operations. It enables us to reach vulnerable people even in the most remote areas.

Independent studies have shown that WFP's interventions in Niger are bearing positive effects on the population. These results confirm that our efforts in support of the Government contribute, with the help of our donors, to the development of Niger.

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced university degree in Computer Science, engineering or other relevant field, or First University degree with additional years of related work experience or trainings/course. Language: International Professional: Fluency (level C) in English language. Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or WFP’s working language, Portuguese. National Professional: Fluency (level C) in English language and the duty station’s language, if different.

Experience: At least 4 years of post graduate professional experience in a relevant field of work.

ORGANIZATIONAL CONTEXT

These jobs are found in Country Offices (COs), Regional Bureaux (RBs), and Headquarters (HQ). Job holders report to the Division/Regional/Country Director or the designate, and work under the functional supervision of the Director, Information Technology (IT). Job holders operate with minimal supervision across several business areas maintaining contacts with business counterparts to bring business needs into IT. They are heavily involved in day–to-day activities and analytical work. Job holders provide advice on business needs using their technical knowledge and experience. They may provide guidance to more junior staff.

JOB PURPOSE

Partner with the business to understand their needs and operating environment in order to transform business requirements into solutions exploiting IT capabilities and focusing on business satisfaction.

KEY ACCOUNTABILITIES (not all-inclusive)

1. Capture, analyze and document (i.e. through diagrams, flowcharts, data models, user experience designs, storyboards) business requirements for IT solutions and services following WFP policies, standards and strategies. 2. Communicate business requirements to business counterparts, for a shared understanding of the requirements and effective implementation of strategies/plans. 3. Baseline and track business requirements through to implementation ensuring efficient management of change. 4. Test and analyze IT solutions and document the match against business requirements for quality and accuracy. 5. Establish and maintain close partnerships with business counterparts to effectively meet their needs. 6. Manage the service catalog of IT solutions offered to the business, including current, retired and those in the pipeline to ensure effective knowledge management. 7. Manage alignment of IT service levels with SLAs for solutions or services focused on the business needs. Conduct survey on business satisfaction with IT solutions and services. 8. Manage estimates, business cases, planning, risk identification, problem and issue management to ensure the effective delivery of IT solutions. 9. Adhere to processes, procedures and templates for the Business Relationship Management, Business Analysis and IT Project Management functions to ensure compliance and consistency.

OTHER SPECIFIC JOB REQUIREMENTS

10. Manage business expectations and oversee success of solutions, seeking ongoing opportunities to increase the business value from those solutions.

11. Communicate business objectives, requirements and process flows, to ensure common understanding and prioritization between stakeholders for their smooth implementation.

12. Project manage the deployment, implementation and scale-up of new solutions or new functionality with Technology Division (TEC) teams where applicable.

13. Play an active role in beneficiary registration activities such as systems configuration, on-site support, data storage and synchronization as well as beneficiary services.

14. Ensure the provision of enhanced business intelligence (BI)/analytics to support CO decision making and risk mitigation measures, including the development and delivery of standardized dashboard and reports.

15. Support the implementation of the Beneficiary Service Desk tool to ensure calls from beneficiaries are attended to.

16. Identify learning needs and support capacity building initiatives for Digital Assistance service and new related functionalities.

17. Managing a team of staff, providing coaching and training to ensure appropriate development and high performance.
