BACKGROUND AND CONTEXT

This position is based at the WFP Country Office in Nouakchott, Mauritania. The job holder reports to the Country Director.

Operating with minimal supervision, the incumbent engages across multiple business areas, maintaining close contact with business counterparts to translate operational needs into IT solutions. The role involves substantial day-to-day operational and analytical work, requiring initiative, autonomy, and sound judgment to manage unexpected challenges. The job holder also provides technical advice on business requirements and may guide junior staff.

JOB PURPOSE

Partner with the business to understand their needs and operating environment in order to transform business requirements into solutions exploiting IT capabilities and focusing on business satisfaction.

KEY ACCOUNTABILITIES (not all-inclusive)

Operational Leadership & Coordination

Digitalize Distribution Modalities: Ensure that all Country Office (CO) distribution modalities are fully digitalized to enhance efficiency and traceability.

Team Management & Motivation : Lead and manage a team with integrity, fostering a culture of ethics and motivation to achieve the objectives of the WFP Country Strategic Plan (CSP).

UNCT ITC Working Group Participation: Actively participate in the UNCT Information and Communication Technology (ICT) Working Group to align WFP initiatives with inter-agency strategies.

Internet Connectivity & Redundancy: Guarantee reliable internet connectivity across all WFP offices and sub-offices, with robust backup mechanisms in place to ensure business continuity.

Cross-Unit Collaboration : Collaborate with other units to ensure the effective implementation and operation of key initiatives such as Smart Sourcing, School Connect, and Community Feedback Mechanisms (CFM).

Business Analysis & IT Service Management

Requirements Gathering & Documentation : Capture, analyze, and document business requirements for IT solutions using diagrams, flowcharts, data models, user experience designs, and storyboards, in alignment with WFP policies and standards.

Stakeholder Communication : Communicate business requirements clearly to stakeholders to ensure shared understanding and successful implementation of strategies and plans.

Requirements Tracking & Change Management : Establish baselines and track business requirements through implementation, ensuring efficient change management and alignment with project goals.

Solution Testing & Quality Assurance : Test and evaluate IT solutions to verify alignment with business requirements, ensuring quality, accuracy, and user satisfaction.

Partnership Development: Build and maintain strong partnerships with business counterparts to effectively address their needs and improve service delivery.

Service Catalog Management: Oversee the IT service catalog, including active, retired, and upcoming solutions, to support effective knowledge management and service transparency.

Service Level Alignment & Satisfaction Surveys: Ensure IT service levels align with agreed Service Level Agreements (SLAs) and conduct regular surveys to assess business satisfaction with IT services.

Project Delivery Oversight: Manage estimates, business cases, planning, risk identification, and issue resolution to ensure timely and effective delivery of IT solutions.

Process Compliance & Standardization: Adhere to established processes, procedures, and templates for Business Relationship Management, Business Analysis, and IT Project Management to maintain consistency and compliance.

Qualifications & experience required

Education:

Advanced university degree in Computer Science, engineering or other relevant field, or First University degree with additional years of related work experience or trainings/course.

Experience:

• Has at least three years of professional level relevant work experience.

• Has analysed major technical issues of projects and formulated recommendations.

• Has participated in the analysis and re-design of business processes or applications.

• Has conducted cost-benefit analyses to support project management.

Language:

Fluency (level C) in French language. Intermediate knowledge (level B) in English.
