ORGANIZATIONAL CONTEXT

JOB PURPOSE

The Business Transformation Officer (Head of TEC) will be responsible for assisting the Mozambique Country Office to strengthen operational and the programme implementation through the application of IT best practices, service delivery solution development and promote digital transformation through solutions exploiting IT capabilities. The BT/ITO will proactively engage business the programme units and counterparts to understand business needs and translate into IT solutions.

KEY ACCOUNTABILITIES (not all-inclusive)

Support the development of functional work plans, ensuring compliance with wider WFPpolicies, standards and strategies. 2.Continuously improve guidelines, processes and procedures of Business RelationshipManagement, Business Analysis and IT Project Management functions. 3.Build and nurture relationships with the business counterparts to understand and anticipate thedirection of the business and ensure alignment of provider’s solutions with changing businessrequirements and priorities. 4.Participate in identifying business needs and propose well-researched ideas for new or improvedsystems, tools and processes that assist meeting WFP objectives. 5.Manage business expectations in servicing business needs and oversee success of solutions,seeking ongoing opportunities to support or increase the business value from those solutions. 6.Propose change and continuous operational improvement that supports business capabilities, bydefining needs, modelling the business and recommending solutions that deliver value forbusiness priorities. 7.Communicate business objectives, requirements and process flows, to ensure commonunderstanding and prioritization between stakeholders for their smooth implementation. 8.Test and perform in-depth analysis of IT solutions to ensure they address business objectives,needs, requirements and process flows efficiently and effectively. 9.Manage estimates, business cases, planning, and risk identification to ensure the delivery of ITsolutions into the business to agreed time, budget, scope and quality. 10.Manage a team of staff, providing coaching, training and guidance to ensure appropriatedevelopment and enable high performance. 11.Participate in the development of plans, budgets and policies, and lead the deployment of IT/TCsystems aligned with business needs, in accordance with WFP corporate standards. 12.Develop and maintain IT/TC systems and networks, ensuring appropriate data security andaccess controls considering both local and wide area network issues; and enabling users to getmaximum benefits from them. 13.Implement and test new hardware for improving and upgrading system performance; install anytechnology upgrades as required. 14.Develop technical specifications and tender documents, and manage contracts with serviceproviders, to facilitate procurement of IT/TC equipment and services at minimum cost, in linewith WFP rules and regulations.

15.Coordinate and prepare reports on IT/TC activities, investments and costs, identifyingtrends/issues and proposing solutions to increase cost-efficiency. 16.Maintain technical expertise and knowledge of industry developments and develop skills withinspecific areas of competence. 17.Provide advice to managers and users to resolve complex issues, understanding their needs andensuring IT policies, procedures, systems and tools are correctly applied to support them. 18.Lead and motivate a small team, monitoring performance, providing coaching, training andguidance to ensure appropriate development and enable high performance. 19.Build capability of staff, collaborating with colleagues in the IT division to design and delivercorporate training policies and programmes aimed at developing skills/knowledge in IT and TC. 20.Ensure effective coordination with other UN agencies in order to align activities and maximisepossibilities of inter-agency collaboration in the field of IT/TC. 21.Maintain effective partnerships with colleagues and external partners, to foster informationexchange and support to meet service requirements. 22.Contribute to emergency preparedness and contingency planning, providing technicalrecommendations and monitoring the management of risks, so that WFP can maintain basic ITservices and/or quickly respond and deploy resources to affected areas at the onset of a crisis. 23.Prepare operational plans and manage resource requirements at the onset of an emergency.

DELIVERABLES AT THE END OF THE CONTRACT

The BT/IT Officer should ensure the followings:

- IT resources availability and readiness are assessed, capability gaps are identified upfront, resource and capacity planning are clearly articulated, and investment are prioritized in alignment to the programme activities . - Clear picture of IT capacity is provided to all stakeholders and transformational change work undertaken by the IT unit to support programme units are both realistic and visible to senior management. - Architecture and Design functions are established within the IT Unit to ensure that the unit is operating to industry standard. This will also ensure that programme units can rely on IT as a trusted advisor for the use of technology, and technology solutions delivered by projects and programmes are both achievable and sustainable. - Role of the IT Assistants are transformed from pure support technician with some leading responsibility to improve the efficiency of the IT Unit. This means that the team is able to show tangible improvements in service delivery and in a way to ensure that everyone within the team is working towards the same objectives and goals. - IT budget and contracts are managed in a consistent and regulated approach to contract management, which includes formal SLAs and the use of KPIs to improves the reputational effectiveness of the IT unit and new levels of performance expectation are set with suppliers, putting the IT unit in a much stronger negotiating position.

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced university degree in Computer Science, engineering or other relevant field, or First University degree with additional years of related work experience or trainings/course

Experience: Has a minimum of Five (5) years of professional experience of progressive responsibility in IT Operations management and/or business systems analysis, design, and development

Knowledge & Skills:

- Has effectively managed IT projects and supervised project team members.

- Has formed strong partnerships with relevant parties to help meet IT requirements.

- Has acted in IT advisory capacity to Country/Sub Office leadership.

Languages: Fluency in English language and at least basic knowledge of Portuguese preferred
