ORGANIZATIONAL CONTEXT

These jobs are found in Country Offices (COs), Regional Bureaux (RBs), and Headquarters (HQ). Job holders report to the Division/Regional/Country Director or the designate, and work under the functional supervision of the Director, Information Technology (IT). Job holders work independently across multiple business areas establishing and managing effective working relationships with business counterparts to align business and IT needs. They use their substantial technical knowledge and experience to gather and analyse business needs, provide advice and deliver solutions.

JOB PURPOSE

The Digital Assurance Services for Governments and Partners role would be expected to to coordinate and shape the demand from WFP partners to meet strategic objectives in CSPs operations in COs in RBP, including the facilitation of engagements, identification of alternatives and enhancements to the decision-making instruments, solutions, and artefacts to be used by WFP or partners including Governments in the Panama region.

KEY ACCOUNTABILITIES (not all-inclusive)

  • Support the Design and Development of RBP TEC Digital Assistance Services for Government work plans, ensuring compliance with broader WFP policies, standards, and strategies.
  • Continuously improve business relationship management guidelines, processes, procedures, business analysis, and IT Project Management functions.
  • Build and nurture relationships with the business counterparts to understand and anticipate the direction of the business and ensure alignment of provider’s solutions with changing business requirements and priorities.
  • Guide the Regional Office and supported Country Offices in the identification and establishment of the digital capacity and capabilities necessary in the implementation of digital projects.
  • Assist, through the Regional IT officer as appropriate, Country Office management teams in the identification of strategic opportunities, in the development of digital strategies for partners and in the appropriate integration in CSPs.
  • Collaborate with other Regional Bureaux, Country Offices within and beyond RBP, and the HQ in the definition of corporate policies which reflect field needs, in the identification of lesson learned, in the creation of corporate Knowledge and in the fostering of the WFP Corporate Digital Advisory and Solution Services (DASS) agenda.
  • Participate in identifying business needs in digital assistance areas, with attention to engagements with WFP partners (UN agencies, NGOs) and assisted Governments. This includes data management, data warehousing, business intelligence and proposes architecture and standards well-researched ideas for new or improved systems, tools and processes that assist in meeting WFP objectives.
  • Where required, directly assist Country Offices in project design and preparation of project documents (project plans, risk management), support discussions and agreements with Government bodies and preparation of official documents (MoUs, funding proposals, etc.).
  • Manage business expectations in servicing business needs and overseeing the success of solutions, seeking ongoing opportunities to support or increase the business value from those solutions.
  • Propose change and continuous operational improvement that supports business capabilities by defining needs, modelling the business, and recommending solutions that deliver value for business priorities.
  • Build strong working relationships with project stakeholders, analyse stakeholder objectives and the underlying issues arising from investigations into business requirements, and communicate business objectives, needs, and process flows to ensure common understanding and prioritisation between stakeholders for their smooth implementation.
  • Support and advise Product Owners in communicating the benefits of outcomes to gain acceptance/approval. Test and perform an in-depth analysis of IT solutions to ensure they address business objectives, needs, requirements and process flow efficiently and effectively.
  • Manage estimates, business cases, planning, and risk identification to ensure the delivery of IT solutions into the business to agreed time, budget, scope, and quality.
  • Manage a team of staff, providing coaching, training, and guidance to ensure appropriate development and enable high performance.
  • Perform other related duties as required

QUALIFICATIONS AND KEY REQUIREMENTS

EDUCATION:

You have:

  • Advanced university degree in Computer Science, Engineering or another relevant field, or First University degree with a minimum of eight (8) additional years of related work experience or training/course.

LANGUAGE:

You have:

  • Fluency (level C) in English and Spanish languages. Intermediate knowledge (level B) of French is desirable.

MORE ABOUT YOU

You have:

  • Proven experience engaging with humanitarian organizations on digital initiatives.
  • Management of data capture, warehousing, visualization, and decision-making tools and solutions used by WFP and open-source industry standards for external partners.
  • Working experience in the Latin-American context, particularly with the migration emergency.
  • Participation in business engagement activities, particularly with governments, is highly desired.
  • Experience effectively managing IT projects and supervising project team members.
  • Experience analyzing and translating stakeholders’ requirements into new business processes and applications.
  • Has formed strong partnerships with stakeholders which can help WFP’s TEC requirements.

TERMS AND CONDITIONS

  • This is an International Professional position (rotational) and is open to all nationalities.
  • Mobility is and continues to be a core contractual requirement in WFP. This position is classified as "rotational" which means the incumbent shall be subject to the regular reassignment process. The selected candidate will be employed on a fixed-term contract with a probationary period of one year. This position is open to both internal and external candidates.
  • WFP offers an attractive compensation and benefits package in line with ICSC standards (http://icsc.un.org) including basic salary, post adjustment, relocation entitlement, visa, travel and shipment allowances, 30 days’ annual leave, home leave, an education grant for dependent children, a pension plan, and medical insurance.
  • The selected candidate will be required to relocate to Panama City, Panama to take up this assignment.
