You have:

- Eight years' experience (four of which should be at international level) of relevant progressively responsible experience in Information Technology.
- Experience in project management and deploying in enterprise production environments is desired.
- Fluency (level C) in English language.
- Intermediate knowledge (level B) of French.

ORGANIZATIONAL CONTEXT:
The Security Division provides specific knowledge of the threats and risks in a country or region and advise on the mitigation and prevention measures.
JOB PURPOSE:
The Technology Lead sits in the Security Division’s Policy and Enabling Unit, as part of the Business Transformation Team, which is responsible for all
technical aspects of the design, implementation, and maintenance of security-specific IT solutions.
RESPONSIBILITIES:
- Lead the design (where relevant) and implementation of the Security Division Information Technology roadmap, policies and processes and ensure integration with WFP corporate systems to meet local objectives and support WFP strategic goals.
- Coordinate the management of project deliverables, teams, resources, and budget, ensuring timely delivery of project milestones and final objectives, according to project schedule and budget.
- Coordinate at technical level with project stakeholders and partners, including UN Agencies (field and HQ level), UN and partners’ networks (IASMN and ETC), NGOs and UNDSS, while ensuring a coordinated approach at WFP (SEC/TEC).
- Lead and motivate a diverse team of business transformation officers, providing coaching, training and guidance to ensure projects are timely and efficiently delivered with high performance rates.
- Register the IT solution upon inception in accordance with the relevant guidelines for solution registration and keep all related information (such as lifecycle status and focal points) up-to-date and fully available for review.
- Ensure the implementation of high-quality IT solutions, covering all aspects such as: functionality, user experience, and compliance with applicable guidelines (architecture, governance, security, technology stack, user interface, etc.).
- Define the Total Cost of Ownership (TCO) to buy/build and properly maintain the IT solution and informing the Director of the Security Division.
- Maintain strong coordination with the Technology Division (TEC) on issues related to compliance with WFP’s standards.
- Other related duties, as required.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE:
- In-depth knowledge and proficiency with mainstream software design & development technologies and methodologies, developing high-quality IT solutions, and Agile Scrum.
- Knowledge of Continuous Integration (CI) and Continuous Deployment (CD);
- Knowledge of user authentication and authorization between multiple systems, servers, and environments.
- Knowledge of software optimization (especially for low-bandwidth high-latency environments).
- Understanding of accessibility, security compliance, design principles behind a scalable IT solution, and the differences between delivery platforms, such as mobile vs desktop, and optimizing output to match the specific platform.

- Ability to integrate multiple data sources and databases into one system and create database schemas that represent and support business processes.
MINIMUM QUALIFICATIONS AND EXPERIENCE:
Education:
Advanced degree in Computer Science, Project Management or other relevant field; or first degree in Computer Science, Mathematics, Software
Engineering, or related fields with additional years of related work experience.
Experience:
Eight years' experience (four of which should be at international level) of relevant progressively responsible experience in Information Technology.

Language:
