WFP supports children across Syria with healthy meals and snacks at school, mothers with nutritious diets, and families and communities with sustainable livelihood projects.

STRATEGIC OBJECTIVE/ACTIVITY:

Effectively manage WFP’s beneficiary targeting database

BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

Syria has been suffering from a prolonged crisis since 2011, which has damaged its economy and social fabric severely. Protracted crisis, economic collapse, the impacts of the Coronavirus disease pandemic in the past two years and the current earthquake further exposed the Syrian people to food insecurity and eroded their livelihoods. Responding to that, and also reflecting WFP's experience and lessons learned, and maximizing its comparative advantages and collaboration with humanitarian and development stakeholders, WFP developed an interim country strategic plan (iCSP) that began implementation in January 2022. The iCSP was developed to address the growing food and nutrition needs, the severe deterioration of livelihoods, and the collapse of food systems. To assess vulnerability and eligibility to receive food assistance, Syria CO began a large-scale Vulnerability Needs Review (VNR) exercise across the entire country in 2021. VNR's second phase of data collection is scheduled to begin in April 2023 VAM Unit, WFP’s food security assessment and analysis unit, is requiring two data clerks to support in reviewing the household vulnerability data, assist in managing the vulnerability data base and liaise with SARC VNR data clerks to cross-check on the cooperating partner (CP) enumerators’s data entry. Under overall guidance of the head of VAM, this post will fall under the direct supervision of VAM Syria CO NOB and the food security analyst.

KEY ACCOUNTABILITIES (not all-inclusive)

Within delegated authority of the VAM Syria CO NOB, the incumbent will be responsible for the following duties:

• Effectively manage WFP’s beneficiary targeting database; • On a daily basis review the targeting survey results conducting quality control checks; • Provide weekly feedback on the number and quality of surveys received; • Make a list of enumerators who would need to be re-trained on the tool; • Make a list of rejected questionnaires mentioning the reason/s for the rejection and share the list with the VAM Syria NOB for re-conducting the household interview; • Conduct data-cleaning; • Under guidance from VAM NOB, liaise with SARC Data Clerks to manage the quality of VNR data; • Contact CPs and check their data collection progress; • Perform other duties, as required by the supervisor.

STANDARD MINIMUM QUALIFICATIONS

Education: Completion of secondary school education.

Experience: Four or more years of progressively responsible work experience in the database management including the field data collection and targeting exercises;.

Knowledge & Skills:

• Proficient in the use of office equipment and computer software packages, • Advanced knowledge of Excel or related software; • Basic knowledge of database and data collection tools such as ODK, MODA, ONA; • Knowledge of work routines and methods in order to complete processes under minimal supervision. • Uses tact and courtesy to give and receive information to a wide range of individuals. • Ability to identify data discrepancies and rectify problems requiring attention; • Ability to offer guidance or basic on-the-job training to more junior staff

Languages: Fluency in oral and written communication in English and Arabic, the UN language of the duty station.
