ORGANIZATIONAL CONTEXT

The Armenian food sector is characterized by the low productivity of nutritionally diversified commodities, high production costs, fragmented producers, and limited post-harvest market infrastructures and opportunities. This in turn negatively impacts the Armenian population’s access to nutritionally diversified food and is resulting in worrisome levels of food insecurity and malnutrition. At the same time, inefficient post-harvest and supply chain processes entail low quality and safety standards which adversely affect the stability of supplies and which do not allow either the national or international commercialization of Armenian food products. Within its five-year Country Strategic Plan for 2019-2024, WFP Armenia has designed a new portfolio of programme activities aimed at developing food value chains within Armenia. Programme activities include trialling food value chain projects across the country, assessing impact and results, and scaling intervention designs that prove successful.These jobs are found in Regional Bureaux (RBs), Country Offices (COs), Area/Field Offices (AOs/FOs). The job holders typically report to a Programme Policy Officer or the designate. At this level, job holders are responsible for the completion of a range of specialized and/or standardized processes and activities requiring some interpretation of standard guidelines and practices. Job holders are able to recommend a course of action to staff at various levels and may allocate tasks to other support staff. They work under minimum supervision, perform basic analyses and compile reports to support information consistency and smooth implementation of programmes/projects.

BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

One of the main objectives of the World Food Programme in Armenia for 2019-2024 (Armenia Country Strategic Plan) is to facilitate a sustainable handover of a comprehensive nutrition-sensitive school meals programme embedded in the national social protection system by 2023 and support the development of policies and systems. To achieve its goals WFP will implement home-grown school feeding, infrastructure rehabilitation and re-equipment of schools’ kitchen, cafeteria and storage facilities and strengthen the national capacity. Furthermore, complimentary activities such as the implementation of local procurement for school meals, and other initiatives will be further developed and piloted to enhance the overall quality of the programme and have a greater impact on the community.

JOB PURPOSE

To deliver standard business support processes for a specific professional area of work, to facilitate effective service delivery.

KEY ACCOUNTABILITIES (not all-inclusive)

Under the overall guidance of the Deputy Country Director and direct supervision of the Head of Administration Unit, the incumbent will perform the following duties and responsibilities:

• Respond to routine queries received and escalate where appropriate, to provide a timely and accurate service to clients.

• Provide a set of standard business support activities, where required, to contribute to the effective functioning of business operations.

• Make travel arrangements and support events, etc., to support staff to work effectively.

• Undertake standard data entry tasks in accordance with defined systems, to ensure information is organised and readily available for the business team.

• Process and manage routine administrative and financial tasks in various functional areas, to contribute to the effective and timely management of resources.

• Translate and oversee the translation of official documents to/from Armenian, Russian and English.

• Draft routine correspondence, take notes during meetings, prepare minutes and disseminate to the relevant staff/units.

STANDARD MINIMUM QUALIFICATIONS

Education: Completion of secondary school education.

Experience: Three or more years of experience in general administrative work.

Knowledge & Skills:

• Ability to use standard office equipment such as photocopiers and scanners.

• Knowledge of standardised business support work routines and methods.

• Knowledge of standard office software packages, e.g. Microsoft word.

• Uses tact and courtesy to give and receive information with a variety of individuals.

• Good attention to detail in order to identify data discrepancies.

• Ability to work to deadlines and follow clear instructions.

Language: Fluency (level C) in English and Armenian languages; working knowledge (level B) of Russian language.
