The World Food Programme office in Johannesburg is a Regional Office coordinating and supporting the delivery of humanitarian assistance to 11 Southern Africa countries including, Mozambique, Zimbabwe, Zambia, Namibia, Lesotho, Eswatini, Botswana, Malawi, Madagascar, Democratic Republic of Congo, Congo Brazzaville.

BACKGROUND AND PURPOSE OF THE ASSIGNMENT

This position is in WFP Angola Field Office. The Business Support Assistant (Logistics Tracking System) will support the launch and implementation of a bilateral service provision operation in Angola involving the last-mile delivery of medical products and supplies. This is a high-profile operation and is in line with key global initiatives such as ’The Grand Bargain’, ’Delivering as One’ and the ’SDG 17 Partnership for the Goals’. The service will be funded by the Global Fund under the Global Fund to fight AIDS, Tuberculosis and Malaria (GFATM) through UNDP as its nominated Principal Recipient on behalf Ministry of Health.

The Global Fund is one of the major investors in the health sector in Angola and through its PR identified WFP as the supply chain partner for a role of 4PL and provision of last-mile transport services of medicines and health supplies across the regions of Benguela and Cuanza Sul. WFP is also expected to support the delivery of COVID19 PPEs for the greater Luanda region and any other region as may be advised by the beneficiary.

WFP will be in charge of overseeing and managing the last-mile delivery of pharmaceutical products in support of the Ministry of Health’s in-country health supply chain and will support any related capacity strengthening initiatives with a view to meeting the project objectives and all aspects of the scope of work.

The Business Support Assistant (Logistics Tracking System) will report to the Logistics Officer – Operations/Data coordination. This is an important role and a successful candidate will be required to closely coordinate with the Logistics officer and data coordinator for the LMD Project, UNDP, WFP logistics vendors, and the regional bureau of Johannesburg in performing his/her duties pertaining to the project.

KEY ACCOUNTABILITIES (not all-inclusive)

  • Support operations through data management and commodity accounting, daily data collection and tracking in country, to ensure daily updates and accuracy of the tracking system.
  • Provide support to logistics operations and activities following standard processes and facilitating, directly or indirectly, the effective delivery of medicines and other health products.
  • Support timely response to request for ordering and delivery of medicines and heath supplies to authorized service delivery points and destinations.
  • Ensure that all data and reports for all aspects of the project are maintained.
  • Support in preparing regular status reports to be shared to the partners and beneficiaries.
  • Contribute to updating the dashboard with key performance indicators on the status of deliveries of medicines and other health products to the different destinations.
  • Establish the daily reporting system in coordination with field locations and manage the implementation of the mobile devices (if any).
  • Ensure on-line availability of the system and regular reporting to clients.
  • Provide a weekly update, including accurate delivery figures and narrative highlights.
  • Assist in verifying transport invoices and transport documents.
  • Establish daily backup procedure, in close liaison with IT.
  • Establish the historical recording and centralize the filing of the electronic copies and the original transport documents.
  • Maintain an appropriate filing system and archiving of documents.

STANDARD MINIMUM QUALIFICATIONS AND EXPERIENCE REQUIRED

Education:

Completion of secondary school education. A post-secondary certificate in the related functional area with additional years of related work experience and/or training/courses.

Experience:

Three or more years of progressive work experience in Logistics, Supply Chain or Procurement.

Languages:

Excellent knowledge of Portuguese. Basic knowledge of Spoken and Written English will be added advantage

  • Experience in data tracking tools.
  • Ability to meet deadlines and work under pressure as part of a team.
  • Excellent data presentation skills.
  • Ability to collate, analyse data and drafting reports.
  • Knowledge of logistics operations (experience working in health sector is considered as an advantage).
  • General understanding of logistics and supply chain processes.
  • Good knowledge of Microsoft Windows, MS Excel, MS Word, MS PowerPoint and other related software.
  • A high sense of confidentiality.
