JOB PURPOSE

To enable WFP to communicate with the people we serve through the Community Engagement Mechanism (CEM) and to ensure timely feedback there is need to have a regular position under Protection Gender and Accountability to affected Population (PGAAP). This position will also cover other aspects of PGAAP as required.

KEY ACCOUNTABILITIES (not all-inclusive)

  • Support the Sittwe FO PGAAP team to elaborate monitoring tools including GE and GEWE as well as protection/ AAP sensitive components
  • Take beneficiaries gender and protection concerns into account, safe dignified and accountable assistance in all WFP activities;
  • Support roll-out and implementation of Community Engagement Mechanism (CEM) within WFP programmes and interlink WFP and CP systems in place;
  • Promote awareness on CEM by the communities/ beneficiaries in the field level;
  • Ensuring that all WFP Sittwe FO updated communication message for beneficiaries and communities regarding on programme are disseminated;
  • Ensuring all the CEM cases are handled and managed per the CEM Standard Operating Procedure-Myanmar and followed up in coordination with Sittwe FO CEM focal they are finalized;
  • Providing accurate, valid and complete information/awareness/ feedback to the CEM users in every conversation, including consultation with direct supervisor whenever unsure of an answer to provide feedback;
  • Immediately report to Sittwe FO CEM focal for sensitive cases requiring immediate action, including to make referral of protection cases to protection service providers where this is appropriate and consent is obtained from the CEM user;
  • Liaise with the cooperating partners when required;
  • Implement the highest standards of integrity and confidentiality and respect for affected people, based on signing a Code of Conduct;
  • Any other related duty assigned by the supervisor and Head of Programme
  • Any other duties related to PGAAP

DELIVERABLES AT THE END OF THE CONTRACT

  • A sound and viable CEM system that responds to feedback timely.
  • An up-to-date system for recording and responding to CEM feedback, i.e Sugar CRM.
  • Enhanced PGAAP across all WFP activities under field office.
  • Capacity development of partners, community leaders and the people we serve on PGAAP
  • Awareness on people living with disabilities and necessary support provided to their families as part of WFP's commitment to disability inclusion.

STANDARD MINIMUM QUALIFICATIONS

Education: Completion of secondary school education. Higher education and training will be an added advantage. Experience: Four or more years of progressively responsible work experiences with Minimum of 1 year experience in humanitarian areas. Experience in PGAAP environment is an added advantage.

Knowledge & Skills: Excellent communication skills including ability to build trust relationships within community. Team spirit and excellent interpersonal relations. Languages: Intermediate in both oral and written communication in English and Myanmar languages are required. Knowledge and competency in other local languages are required and communicable in local dialect at the duty station will be an added advantage..
