ORGANIZATIONAL CONTEXT

This job is based in Country Office Islamabad, and reports to Finance Assistant. At this level, work is carried out under minimal supervision. Job holder is expected to produce organised and accurate work, undertaking specific business support activities. Job holder may offer guidance on standard practices to more junior staff in their area of work.

JOB PURPOSE

To support effective delivery of Finance and support services in order to facilitate transparent and efficient utilization of financial resources.

KEY ACCOUNTABILITIES (not all-inclusive)

  1. Assist in providing the procedural and technical support to staff within the areas of finance and budget, to ensure compliance with WFP financial policies, rules and regulations.
  2. Verify vendor claims, advances and other receivables and observe appropriate procurement procedures, to ensure that suppliers are paid in a timely manner and in conformance with WFP finance rules and regulations.
  3. Maintain the web-based register for all invoices and payment transfers and record paperwork, to ensure that all documents are maintained and filed in compliance with WFP standards and guidelines.
  4. Monitor and record all expenses in line with the approved budget in order to ensure that correct expenditure costs are charged and payments to external suppliers, cash grants and other supplier invoices are processed in a timely manner.
  5. Provide guidance and on-the-job training to other support staff, to ensure services are delivered consistently and to the required standards.
  6. Work on Cash Based Transfers (CBT) reconciliations and SCOPE system.
  7. Handle CBT Risk Register under supervision of National Finance Officer.
  8. Monitor monthly expenditure forecasts and provide expenditure reports in order to facilitate informed decision-making.
  9. Any other task assigned by the supervisor.

STANDARD MINIMUM QUALIFICATIONS

Education:

Completion of higher secondary school education, preferably supported by a university degree in business administration or related field.

Experience:

Four or more years of progressively responsible work experience in general finance work.

Knowledge & Skills:

  • Training and/or experience utilizing computers including MS Office, Internet/Email and other standard software packages and systems.
  • General knowledge of UN system financial policies, rules, regulations and procedures.
  • Communication, teamwork, initiative, cognitive capacity, interpersonal relations.

Language:

Fluency in both oral and written communication in English and Urdu language.
