What we do

The International Committee of the Red Cross (ICRC) works worldwide to provide humanitarian assistance to people affected by conflict and armed violence. We take action in response to emergencies and at the same time promote respect for international humanitarian law. We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949. We work closely with National Red Cross and Red Crescent Societies and with their International Federation in order to ensure a concerted, rational and rapid humanitarian response to the needs of the victims of armed conflict or any other situation of internal violence. We direct and coordinate the international activities conducted in these situations.

Purpose of the position

The Project Manager for Strategic Data Projects is responsible for leading strategic projects within DTD_DATA, which typically relate to the continued evolution of the Data & Analytics Platform in line with the ICRC’s Data Strategy defined by the Chief Data Officer. They will work in close collaboration with their colleagues in DTD_DATA such as the Chief Data Officer, other project managers and the Head of the Center-of-Excellence (CoE).

The Project Manager for Strategic Data Projects manages the formulation of objectives and requirements for key change projects guided and triggered by the ICRC Data Strategy, currently comprising the following:

Institutional Data Warehouse Evolution (IDWHE) – The objective of this project is to continue building out the ICRC’s Data Warehouse and expand its scope to include operational areas that are not currently covered. This involves extending underlying data models, re-routing data flows according to the target state environment and ensuring that such migration efforts do not have negative effects on information consumers. It also involves the implementation of data flow optimizations and the management of change in terms of business processes.

Data Disaggregation – This project focuses on supporting the ICRC’s requirement for more detailed reporting on ICRC activities and impact from a data perspective, e.g. to satisfy the information needs of donors. The project involves analyzing current shortcomings and determining and implementing necessary changes related to Master Data Management, data capture and the data integration and reporting via the Institutional Data Warehouse and related Business Intelligence facilities.

Main duties & responsibilities

  • Organizes, prepares, conducts, coordinates, facilitates and reports on all project management activities necessary to achieve the project's objectives, in accordance with the ICRC's Project Management Framework;
  • Maintains a detailed work plan, documenting and managing interdependencies and risks while ensuring that appropriate risk-mitigation measures are in place and regularly monitored;
  • Leads and motivates overall project team members/contributors, ensuring their work is in line with the overall project purpose and deliverables;
  • Maintains an overview of the project's progress and expected benefits, and a detailed view of the status of individual deliverables;
  • Ensures project controls are performed and recorded, conveying any changes in scope, time or budget to the Steering Committee for validation;
  • Reviews/approves the work plans of internal (and potentially external) service providers contracted for the project;
  • Maintains full transparency on their project’s financial state;
  • Develops and implements a strategy to accompany changes brought on by the project, for instance through communication and training;
  • May in future directly manage a small team (1–3 staff members) dedicated to the project.

People management responsibilities

No initial people management responsibilities, however, there may be in the future (a small team of 1-3 staff members).

Scope & Impact

  • Total project budget is expected to range from CHF 600k - CHF 1.2m;
  • Projects impact several business units/macro processes affecting a wide range of end users;
  • Projects involve "high" risk with potential institutional impact (e.g. the ICRC's continued inability to provide disaggregated data to donors);
  • Change magnitude is rated "high" on the Project Management Office's project-change scale;
  • At least 3 of the 4 above criteria should be met to be considered as Project Manager.

Relationships

  • Interacts with the project sponsor, PMO, Tech & Data Board and steering committees;
  • Interacts with business stakeholders at headquarters and in the field, e.g. the lead for the ICRC’s overall Data Disaggregation initiative;
  • Interacts and partners with ICRC’s technology organization to ensure successful project delivery;
  • May – as the projects evolve - manage a team of business analysts and/or business process analysts;
  • May interact with external suppliers.

Certifications / Education required

  • Project management certification required;
  • General IT proficiency required;
  • Experience with agile delivery methodologies required;
  • Prosci Practitioner certification is an asset;
  • Fluent command of English required;
  • Command of French highly desirable.

Professional Experience required

  • Bachelor's degree;
  • Overall 10+ years professional experience;
  • Minimum 5 years experience in successfully managing medium-sized projects;
  • 5-7 years direct exposure to data management & analytics with knowledge of best and emerging practices in the area of data management & analytics;
  • Exposure to large organizations in the commercial sector;
  • Financial management experience (budgeting and resource allocation);
  • Experience in successfully managing and motivating teams;
  • Strong communication and stakeholder management skills;
  • Good command of office tools such as Excel, Powerpoint and Word.
