Overview

Conduct a comprehensive business process review for cost recovery.

You have:

  • Advanced university degree (Master's Degree or equivalent) in management, business administration, finance, accounting or a related area is required.
  • A first-level university degree with two years of relevant professional work experience may be considered in lieu of an advanced university degree.
  • More than 5 years experience in business and administrative processes is required.
  • Proven analytical skills, ability to handle and analyze large and complex data sets are required.
  • Previous relevant experience and expertise in Internal Audit, Business Process Reviews or Process Redesign/Reengineering is required.
  • Knowledge of UN System or UN Secretariat business process and/or Cost Recovery is desirable.
  • Experience with big business consulting firms (such as KPMG, Accenture, PWC, etc.) in the related area is desirable.
  • Fluency in English is required. Knowledge of another UN official language is an advantage.

Result of Service Key Deliverables:

1. Thorough and comprehensive “as-is” analysis: review and analyze the collected data qualitatively and quantitatively in consultation with all relevant project team members and key stakeholders and/or clients identify process/subprocess linkages, gaps, overlaps or duplication of efforts, shortcomings, constraints, bottlenecks that directly or indirectly impact the cost recovery operational efficiency (transactional costs) and effectiveness (quality of the process outcomes and client satisfactions)

2. Thorough and comprehensive study report which should include the following sections:

A. Project Summary and Team structure B. Introduction and project background C. Methodology D. Findings/results both quantitative and qualitative supported by proper visualizations E. Recommendations: organized by the following four pillars with time frame as near-terms and long-terms: - Recommendations for internal process improvements including harmonization and streamlining and consolidation - Client satisfaction improvements - Cost efficiency (if any) - Process automation

Work Location Working remotely and can be based in Thailand (preferably) or elsewhere but must be available at local core working hours ICT 09:00 to 17:00.

Expected duration Expected Duration : 1 January 2022 to 31 March 2022 (3 months).

Duties and Responsibilities The Financial Resources Management Section of the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP) is conducting an internal business process review project, focusing on the area of Cost Recovery. Administrative services in ESCAP are provided to support ESCAP’s mandates which are ultimately linked the UN Sustainable Development Goals. As one of the largest UN entities in the region, ESCAP has also leveraged these support mechanisms to provide Administrative Services to other UN entities, Agencies, Programmes and Funds also located in Thailand and the Asia-Pacific Region on a cost recovery basis. The goal of the Cost Recovery Process Review (CRPR) project is to identify improvements and efficiencies in cost recovery processes to ensure ESCAP’s Administrative Services continue to support the organization’s mandates and those of its clients.

The objectives of the Cost Recovery Process Review (CRPR) project is to review the “as-is” internal processes and sub-processes from start to end through data collection and a series of qualitative survey/workshops to identify business process linkages, gaps and/or overlaps for future improvement, harmonization, streamlining, and potential automation. The review findings and recommendations will be presented to key stakeholders for future subsequent Business Process Redesign projects. The consultant will take part in the data collection phase, qualitative and quantitative analysis, and report write-up together with the Project Manager and the project’s key stakeholders. The consultant will report directly to the Project Manager and work in close collaboration with the project teams and all designated stakeholders.

The project is scheduled to take place from September 2021 to March 2022, however, the required period for the consultancy is between January 2022 to March 2022. Detailed tasks include (but are not limited to) the following. The following tasks are generic, and the Consultant is encouraged to propose and/or modify approaches, methodologies based on her/his professional experience and expertise.

1. Review of the internal ESCAP’s existing administrative processes related to Cost Recovery Process, workflows and procedures upstream and downstream. 2. Organize consultative meetings with the key project members, stakeholders, clients as required 3. Conduct focus group discussions based on a designed questionnaire with Service Providers and key external clients 4. Provide in-depth analysis of the collected data for both qualitative and quantitative methods 5. Draft the Cost Recovery Process Review report for the project’s findings and recommendations 6. Prepare executive summary and presentation for key stakeholders at the end of the project
