Purpose of the Post:

The Business Management System (BMS) journey is driven by a determination and compelling business strategy highlighted in the General Programme of Work (GPW13) to strengthen critical systems and processes to optimize organizational performance. Under the supervision of the Regional BMS Coordinator, the BMS Regional Subject Matter Experts (SMEs) will support the integration and rollout of the BMS system in the Region including system usability, end-user acceptance, change management, training, and post go-live support plans.

Objectives of the Programme and of the immediate Strategic Objective:

The objective of the Division of Business Operations (BOS) is to support the work of the WHO Regional Office for Europe (WHO/Europe) through delivery of services within the areas of human resources, finance, contracting and procurement, legal advice, information & communications technology, printing, security, facilities management, fixed assets, conference support, travel and transport, and staff wellness and well-being. As an enabling function, the division enhances the productivity of the health technical programmes and country offices while at the same time overseeing accountability, transparency and compliance with WHO administrative rules and regulations. The BOS division strives to strengthen the capacity of WHO/Europe to react in an agile way to external and internal changes. The division projects are designed to increase productivity, ensure financial sustainability of the region’s structures, reinforce a client-oriented culture, strengthen country office capacities, and drive strategic initiatives to enhance staff motivation and well-being.

Summary of Assigned Duties:

The Business Management System (BMS) journey is driven by a determination and compelling business strategy highlighted in the General Programme of Work (GPW13) to strengthen critical systems and processes to optimize organizational performance. Under the supervision of the Regional BMS Coordinator, the BMS Regional Subject Matter Experts (SMEs) will support the integration and rollout of the BMS system in the Region including system usability, end-user acceptance, change management, training, and post go-live support plans.

Business Process Optimization – participate in streamlining the processes in line with the principle of Business Process Optimization (BPO) through adopting and promoting out-of-the-box, harmonized solutions during design discussions and configuration and end to end testing activities.

Collaborate with users across the region and act as focal point of contact for colleagues within the business stream (FIN, SUP, HCM as relevant). Promote and communicate global harmonized business processes within the Region.

Communicate with HQ BMS about regional issues maintaining an open dialogue between offices, as well as colleagues in other Regions, in the spirit of ‘One WHO’.

Promote and facilitate the sunsetting of regional / country specific applications that BMS will replace, supporting colleagues in the adoption of the new, harmonized functionalities.

Specific tasks include:

Design

  • Participate in design discussions to support open topic closure and refinement of future business processes​, in particular for regional and country office processes.

Testing

  • Perform Configuration Testing on business processes in multiple functional areas to confirm & validate process design, providing comments and proposals for further streamlining business processes.
  • Log defects or change requests arising from testing in Testing Issue Log, and support follow up questions as part of issue resolution​
  • Participate in regular Test Management calls to resolve and agree on follow-up actions
  • Provide input to E2E test scenarios development​
  • Perform E2E testing

Data

  • Support data validation (e.g. Finance master data, supplier master data, etc.)​

Reporting:​

  • Identification of reporting needs​ especially for country and regional operations
  • Provide input to report content

Change Management:​

  • Support change management in the region and country offices
  • Communicate changes in the region

Training:

  • Be a master trainer, Trainer of Trainers for the Region
  • Act as trainer of users during the pre-roll-out training.

Roll-out and post-roll-out support:

  • Support and participate in roll-out activities in the Region
  • Support colleagues post roll out, respond to queries, assist in BMS usage, triage issues for follow up

Be a champion for change and BMS in the region

Any other activities as needed and requested by supervisor

Educational Qualifications:

Essential: University degree (Bachelor’s level) in Business Administration, Management, Human Resources, Finance, Supply Chain, Project Management, Information Technology or other discipline related to the functions of the position.

Experience:

Essential: At least 5 years of relevant professional experience in respective functional area of Finance including experience of related WHO Business Operations.

Desirable: Relevant professional experience within WHO, the United Nations or other international organizations.

Use of language skills:

Required: expert knowledge of English.

Desirable: working/intermediate knowledge of either French, Russian or German.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 65,765 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 1,245 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
