Purpose of the Post

The Business Management System (BMS) journey is driven by a determination and compelling business strategy highlighted in GPW13 to strengthen critical systems and processes to optimize organizational performance. The Regional Coordinator is the focal point in the Region who ensures that the BMS system is rolled out efficiently in the Region. The Regional Coordinator works closely together with the global BMS team as well as regional Subject Matter Experts (SMEs) during the implementation of the programme to ensure a smooth Regional roll-out focusing on usability, end-user acceptance, change management, training, and post go-live support plans. The Regional Coordinator will review regional and local processes and off-line systems that may be in use and carry out appropriate steps to scale them back or make them redundant following BMS rollout, bearing in mind the principles of ‘ONE WHO’ to ensure that business processes are harmonized across the Organization, processes efficiency is enhanced and to reduce duplication of work for end users.

Objectives of the Unit

The Department of Business Management System has a strategic and facilitating role in conjunction with respective business departments in delivering effective and efficient processes and systems in the areas of programme management, human resources, supply, finance, travel, meetings and events that enable the Organization's operations worldwide. The Organization's current ERP, namely GSM and other peripheral systems such as ePMDS are being replaced by the new BMS Best-in-Market solution with a modern set of tools using standard best practice business processes and cutting-edge technology. A new standard and harmonised solution with minimum customizations will allow WHO to avail of modern technology including mobile access and business process automation, and to take advantage of any new technology and features added to the selected platform(s).

Organizational Context

Under the supervision of the Director of Administration and Finance and in close collaboration with regional Subject Matter Experts (SMEs) and under functional/technical guidance from the core BMS unit heads, (Heads of Business and Technical Streams, Change Manager and BMS Project Management Officer), the incumbent will coordinate BMS deliverables within the Region, working together with colleagues in the Regional Office and Country Offices to implement and rollout the new BMS system.

Summary of Assigned Duties

The Regional Coordinator will work closely with core BMS unit heads to determine and understand the Regional BMS activities during the Architect, Configure & Prototype, Test, Deployment and post- roll-out stages of the BMS Programme and manage their timely delivery in coordination with regional SMEs and country colleagues. Specifically, s/he will:

  • Collaborate with nominated regional SMEs participating in BMS design to identify any established regional policy, practice, process or complementary system and carry out appropriate steps for ongoing simplification, adaptation, scaling back or to make redundant following BMS rollout, bearing in mind the principles of ‘ONE WHO’ for harmonized processes across the 3 levels, to reduce duplication of work for end users and to minimize customizations of the BMS platforms Coordinate input and monitor assigned regional activities such as checking and validating regional/ country/ local data;
  • Engage with Regional SMEs and continually work towards simplification and improvement to business processes. ​​​​​
  • Collaborate with nominated regional SMEs participating in BMS design as well as Country Office colleagues to identify relevant national legal or statutory policies (related to e.g. labour law, etc.) that need to be configured into the new BMS systems and take steps to ensure these are taken into account in the design of the system;
  • Lead the identification of users for assigning BMS system roles in close collaboration with Senior Management Team, Heads of Units and SMEs.
  • Finalize the nominations for ‘master trainers’ to participate in ‘train-the trainer’ sessions who will also support in the testing, carry out end-user training and be the first line of support post rollout.
  • Identify regional and country testers for testing BMS, data preparation and review for migrating to BMS prior to rollout.
  • With the support of global BMS Change Management, coordinate and oversee regional change management and end-user training
  • Participate in preparing affected business areas and end users for transition to new ways of working.
  • Raise awareness on the progress of the project within the Region including country offices and provide periodic briefings.
  • Collaborate with Regional networks (Executive Associates, Regional Administrative Officers and Programme Management Officers) periodically to share progress, seek engagement and represent BMS.

  • Proven excellence in planning, co-ordination and organization.
  • Proactive, flexible, resourceful and able to work independently with limited supervision.

Educational Qualification:

Essential:

  • An advanced-level University degree in Business Administration, Management, Human Resources, Finance, Supply Chain, Project Management, or other discipline related to the functions of the position.

Desirable:

  • Certification on business process management re-engineering methodologies;
  • Certification from an international professional body on Project Management framework.

Experience:

Essential:

  • At least 10 years of relevant professional experience in managing programmes at international level.
  • Experience in programme / project planning, management, and successful delivery of cross-functional or interdependent projects, some of which should be at the global or international level.
  • Demonstrated experience and success in managing business initiatives, within a corporate environment across different locations and/or across different departments/functions.
  • Demonstrated professional experience working with senior-level or executive-level management.
  • Demonstrated experience with business process re-engineering using best practice and standard processes.
  • Demonstrated experience in vendor negotiations and management.

Desirable:

  • Knowledge and five years of senior experience of Business Operations in the fields of Programme Management, Human Resources, Finance and/or Supply in the UN environment or a large international environment is a significant advantage three years of experience in implementing, managing, or actively engaging during the implementation of an Enterprise Resource Planning (ERP) project is a significant advantage.
  • Experience of working at different levels in an organization (Headquarters, Regional and/or Country office) is an advantage.
  • Experience of using SAP or Oracle Applications or Workday or any other ERP software package.

Language:

Essential:

  • Expert knowledge in reading and writing English.

Desirable:

  • Knowledge in any other UN Languages.

Other Skills:

  • MS Office Suite (Word, Excel, Outlook, PowerPoint, Visio, etc.) and MS SharePoint.
  • Workflow systems, MS Project (Professional or Enterprise).

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 90,664 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 3642 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
