You have:
- Advanced university degree (Master) in Law, Management, Human Sciences, Public or Business Administration or related fields, is required.
- At least 7 years of work experience in fields related to entrepreneurship, project management, process quality control and public administration, is required.
- Fluency in written and spoken Spanish and English is required.
- Basic knowledge of Portuguese is desirable.
- Work experience with the eRegulations/eRegistrations systems is desirable.

The consultant will contribute to the improvement of the services offered by the public agencies in Angola and Colombia to the businesses.

Duties and Responsibilities
Under the supervision of the project coordinator, in the context of the implementation of online business registration systems based on the eRegistrations system, in close coordination with national and international experts, the consultant will be entrusted with the following tasks: 1. Support the implementation of an online single window for business registration in Angola. a. Conduct a research on the existing laws and regulations. b. Create a common online workspace on Sharepoint or other common space indicated by the project manager, to store research results and summary of regulations. c. Create the following screens of the service’s user interface (part A) through the eRegistrations system: i) List of registrations ii) List of requirements iii) Costs iv) Applicant’s guide page v) Single form vi) Documents upload page vii) Review and submit page 2. Support the implementation of the Colombia online system for Carbon Emissions’ Registry. a. Present the system to the Ministry of Environment’s (MinAmbiente) staff and gather their feedback on the services. b. Report the requested changes to the project coordinator and participate in their implementation. c. Test the services and report bugs if any.

Languages
