The overarching strategic goal of UNICEF’s Information and Communication Technology Division (ICTD) is to transform and build partnerships with our stakeholders to successfully implement UNICEF programmes globally through innovative technology-enabled solutions.

The ICT Strategy with focus on increasing productivity, programme effectiveness and ICT-enabled innovation necessitates realignment of the ICT function in UNICEF to transform and build partnerships to successfully implement UNICEF programmes globally using innovative, technology-enabled solutions for better outcomes for children. Implementation of a Technology Business Management (TBM) program will position the ICT management with the insights to manage and communicate across UNICEF the cost, performance, and value of Information and Communication Technology services.

How can you make a difference?

Under the guidance and direction of the Chief of Operations, the Business Analyst (Technology Business Management) is responsible for conducting IT Business Management analysis and support. This position looks at technology from a business perspective and gains visibility into the cost and quality of IT services to make better decisions for managing the ICT portfolio and improving the quality and value of the services that ICTD provides. The overall aim is to deploy more cost-effective applications and technologies to support business outcomes. The incumbent serves as the IT subject matter expert and power user on a new Cost Management program and system which provides transparency into ICTD products and services.

This position reports to the Chief of Operations at the P-5 level and supervises the Senior Budget and Administrative Associate at the G-7 level. This position may also oversee the work of consultants.

Key responsibilities:

Technical Discovery and Requirements Gathering • Provide Technology Business Management support and expertise, undertake technical discovery and inventory of data sources for financial and technology-focused metrics, indicators, etc. • Engage with the ICT internal technical teams to analyze existing tools, products, services and organization • Interact with a diverse set of stakeholders (key managers and staff from IT, Finance and the Business) to elicit, analyze and document business requirements • Work with limited supervision to document and manage reporting or other non-technical functional requirements and interpret the requirements into technical deliverables • Facilitate working sessions and coordinate with stakeholders to refine implementation plans and schedules

Implementing and Maintaining Cost Model for Technology Business Management • Support development, implementation and maintenance the Total Cost of Ownership model for ICTD, acting as the principal liaison between Business Technology and Finance to accomplish this multi-year initiative • Import, transform, and rationalize data from systems of record such as General Ledger, Fixed Assets, Program Portfolio Management, Asset Management, Centralized Application Repository, etc. Propose and validate cost allocation methodologies. • Provide visibility into planned, actual, and forecasted spend. Drive stakeholder accountability, and react with quick, accurate Technology Business Management data adjustments as the business needs change. Support IT Investment financial planning and implementation • Support IT Governance, budget planning, and process improvement • Provide analysis and reporting on portfolio data and metrics • Support definition of requirements for enterprise architecture, project portfolio and IT service management functionality, identify data gaps and propose process improvements

Providing Metrics/Reports/Dashboards • Interact with leaders across IT to ensure transparent, timely and accurate completion of cost management and metrics deliverables • Collaborate with Business Intelligence team on reports configuration and design, enhancements and user testing • Maintain the Chief Information Officer scorecard (metrics dashboard) by collecting, consolidating and reporting key IT metrics and benchmark data • Provide ad-hoc reports, complete surveys and/or respond to Audit and other UN System-wide quires as they relate to the subject matter

Documentation, Knowledge Management, Training • Serve as the subject matter expert for the Technology Business Management system, addressing new reports, dashboard requests, questions, issues and training requests • Promote good practices, draft Technology Business Management program guidance, maintain knowledge repository • Apply organizational budget guidance to ICT environment, perform analysis and propose alternatives for decision making • Participate in division-wide meetings addressing issues of direct impact on the costing models • Maintain client’s approach and promote successes

Strategically Lead, Supervise, Develop, and Empower Staff under Supervision • Promotes culture of performance management, providing timely guidance, feedback and support to supervisees. • Monitors work progress and ensures results are achieved according to schedule and performance standards. • Promotes a team environment of staff well-being, accessibility and inclusion. • Develops work plans and targets based on strategic division and organizational priorities.

To qualify as an advocate for every child you will have…

Academic Degrees: • An advanced university degree (Master’s or higher) in Finance, Accounting, Computer Science, MIS, Data Science, Statistics, Math or a related discipline is required. MBA is preferred. • A first University Degree (Bachelor’s Degree or equivalent) in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree. • Professional courses or certification in Technology Business Management, Project Management or Portfolio Management are assets.

Required Experience and Skills: • A minimum of 5 years of work experience supporting Technology services or financial management processes and practices such as budgeting, cost allocations, operating expense handling, program portfolio management, and application/infrastructure support is required. • Understanding of technology infrastructure domains including data centers, network/communications, server utilization, virtual environments, storage, or application development and maintenance is required. • Proven experience in data modeling, business planning, and “what-if”/impact scenario analyses is required. • Skills in communicating and managing issues with technical teams in a production environment are required. • Experience with project management and development of project plans is required. • Knowledge and application of relational database concepts is required. • Strong to expert skills in data manipulation with tools like Microsoft Excel (macros and pivot tables), Power BI tools, etc. is required. • Knowledge of ERP and Human Capital Management systems is required. • Strong interpersonal skills and proven experience in building successful partnerships with business and technical groups is required. • Ability to build relationships, collaborate with and influence others at all levels within ICT community is required. • Strategic, enterprise-wide strategic thinking is required. • Excellent verbal and written communication skills are required.

Desirable Experience and Skills: • Previous experience with Technology Business Management, IT Portfolio Management, and IT Governance preferred. • ITIL or ITSM knowledge is a plus.

Language Requirements: • Fluency in English is required. • Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) is an asset.
