OBJECTIVES OF THE PROGRAMME

WHO current version of Oracle EBS (12.1.3) and some of its allied systems will have to be replaced as soon as possible. WHO is reviewing the options of replacing the current EBS on premise solution (GSM) with a cloud SaaS based Best-of-Breed and vertical solution - offering a modern set of tools using standard best practice business processes and cutting-edge technology. A new standard solution with minimum customizations will allow WHO to avail of modern technology including mobile access, artificial intelligence and business process automation.

DESCRIPTION OF DUTIES

Under the guidance and supervision Global Payroll Manager, the incumbent is responsible for providing business expertise to support the Next Generation ERP Programme. The Business Analyst (Payroll) will collaborate with stakeholders and end users across the three levels of the Organization, as well as with Organizations for whom WHO provides administrative support, i.e., UNAIDS, UNITAID and ICC.

- Backfill key payroll functions to ensure continuity of operations during the BMS programme.

- Participate in process optimization for Payroll.

- Contribute to the realisation and achievement of measured improvements in ERP business operations for Payroll, ensuring there are no gaps from required business processes through the delivery of the BMS and additional automated tools.

- Perform business systems and workflow analysis, and work with the BMS programme to formulate and disseminate business requirement communications.

- Assist in the design and prototype, test scenarios and liaison with Training team for allocated projects.

- Contribute to Quality Assurance by participating in and reviewing testing activities including Payroll Functional Testing, Payroll Parallel testing, integration testing etc.

- Collaborate with the Business team, IMT team, external consultants, end users and other stakeholders.

- Provide timely application support to end users, create user guides, training curricula and other pertinent documentation for internal and external partners.

- Research, troubleshoot and mitigate transactional and other ERP issues.

- Perform other duties as required.

REQUIRED QUALIFICATIONS

Education

Essential:

- A first-level university degree in Human Resources, Information Technology, Finance, Business Administration, Management, or related field relevant to the position. Desirable:

- Any globally recognized Project Management Certification.

Experience

Essential:

- At least 5 years of relevant experience in Payroll.

- Experience in undertaking business functions in at least one international payroll ERP implementation.

- Experience in analyzing and capturing business requirements for Payroll, including reporting tools.

- Experience in designing and documenting business processes and drafting SOPS and business process guidelines.

- Experience working within a team environment across business functions. Desirable:

- Experience working in the payroll function within a UN context.

- Experience in an active role in at least one full life cycle ERP implementation.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 62,692 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 2408 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
