UNICEF Private Fundraising and Partnerships (PFP) leads revenue generation and advocacy from the private sector to fund UNICEF programmatic activity and drive results for children. PFP is projected to generate over $ 7 billion for programmes during the 2022-2025 strategic plan.

Within the Finance section of PFP, The Budget and Analysis Unit (BAU) supports the work of PFP in the following areas:

1. Formulation, administration, and management of the PFP divisional budget.

2. Providing real-time tools, data and analysis to management and fundraisers in order to make strategic decisions and generate funds for UNICEF.

3. Administration and management of PFP investments in fundraising.

4. Identify, design, develop and implement business intelligence to capture, consolidate, organize, analyze and report financial and non-financial information for PFP.

This role will specifically focus on Point 3: Administration and management of PFP investments in fundraising. PFP currently has multiple vehicles to invest in fundraising growth in National Committees and country offices including PFP Investment Funds, the World Bank Bond and the Dynamo Fund. The total portfolio is $390 million in the 2022-2025 Strategic Plan. Furthermore, the division continues to seek new opportunities to fund revenue generating activities. Given this significant current and future investment, this role will ensure robust oversight, due diligence, transparency, analysis, reporting and risk management of the UNICEF investments in fundraising and work to integrate new investment solutions in the current portfolio.

Under the general guidance of the Finance Manager in BAU, with a dotted reporting line to the Finance Manager in Financial Services Unit (FSU), and in close cooperation with FSU, Market Development, and Outreach and Engagement (Country Office Development and Support team), the purpose of the post is to integrate the various sources of investment into the overall financial, accounting, administrative and operational frameworks of the organization and streamline and oversee their ongoing administrative management.

The role is accountable to:

  • Ensure effective policy/procedure development, management, administration and analysis of the growing portfolio of PFP investment in markets around the world (currently 56 markets).
  • Ensure financial recording and reporting of the various funds is integrated into the overall financial framework of UNICEF.
  • Streamline all supporting IT services associated with the various funds to ensure access to information for all relevant stakeholders both for financial and management information.
  • Support clients in implantation of investment solutions.

How can you make a difference?

1. Development and formulation of investment guidelines, policies and procedures. The investment portfolios come from different sources and therefore have differing governing/management bodies and reporting requirements. Therefore, policy and procedure development needs to be developed for effective, efficient and transparent management.

2. Effective ongoing management of the implementation cycle of the various funds. The various funds each have their own governing principles with differing administration. The incumbent will ensure the funds are planned, disbursed, monitored and reported upon according to the various principles/ and procedures to ensure transparency for stakeholders and internal/external audit.

3. Development of associated IT tools. This role is responsible to propose, develop and implement streamlined IT tools to facilitate planning, investment applications, disbursement, monitoring, analysis and reporting of the various funds to stakeholders.

4. Ensure complete, accurate and timely financial reporting of the various funds in UNICEF financial systems and to UNICEF stakeholders. This role will coordinate information to ensure funds are correctly recorded for reporting to the various high-level stakeholders and governing bodies (DFAM, The UNICEF Executive Board, etc.)

5. Analysis of financial performance. In order to demonstrate the impact of these investments, the role will perform and present financial analysis of the profitability of both individual investments, country performance, and the investment programs as a whole.

6. Support to stakeholders and client service. Stakeholders include, but are not limited to, UNICEF senior management, DFAM, PFP Senior Management Team (SMT), National Committees, country offices, and Regional Support Centers (RSCs). These clients should be supported through development of targeted, user friendly reporting, capacity building, and customized training materials.

7. Other duties: Management of G6 Finance Associate (#19165), serving as Officer in Charge as required, and other duties as required by the supervisor.

To qualify as an advocate for every child you will have…

Education:

  • Advanced university degree in Accounting, Finance or Business Administration (with a specialization in Finance) or equivalent or any other comparable recognized professional qualifications is required.
  • A valid professional qualification and membership of an internationally recognized accountancy body (Certified Public or Chartered Accountant) an asset.
  • Alternatively a first University Degree in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree.

Experience:

  • A minimum of 5 years of professional work experience in the field of accounting and/or business analysis is required.
  • Proven experience with business intelligence tools and experience in coordination of cross-functional teams and multiple stakeholders (or project management experience) is required.

Others:

  • Excellent skills in Microsoft Excel and standard office applications is required.
  • Proficiency in database management, business intelligence tools and data warehousing an asset.

Language requirements:

  • Fluency in English is required. Working knowledge in French and/or another UN language would be an asset.
