Result of Service The incumbent reports to the System Officer, H/CSIM, ICT Section, ADB, with whom s/he consults on complex issues. He/she will lead efforts to develop a business and technology architecture outlook of the organization, with focus on some specific business areas. The incumbent will secondarily report to H/EAPM on matters concerning enterprise architecture and project management.

Expected duration It should be noted that this consultancy is to be filled on a full-time basis for an initial period of Six (6) months.

Duties and Responsibilities THE ORGANIZATIONAL SETTING

The Bureau of Administration and Services (ADB) plays a lead role in the effective and efficient administrative management of the Organization by ensuring the provision of high-quality physical and human resources, by applying the highest standards of work ethics and conduct, and by using results based management skills and tools to support the Organization in implementing its Strategic Objectives, in order to serve all stakeholders of the world aviation community.

The Information, Communication and Technology (ICT) section is responsible for the planning, development and management of the IT services of the Organization. This includes the formulation and implementation of strategies for the modernization of the Organization's computer applications and systems as well as the introduction of integrated information management systems with a view to improve the efficiency and effectiveness of the Organization's business processes.

The International Civil Aviation Organization (ICAO) is seeking a Senior Cloud and DevOps Specialist for the ICT section. The Core Services and Infrastructure Management (CSIM), under the supervision of C/ICT, oversees the following:

  • The core system services including the establishment, maintenance, and management of operating systems on servers, workstations, storage and Storage Area Network (SAN) operations, implementation as well as the management of the Network Infrastructure.
  • Office automation and Service Operations, oversight of the Help desk, as well as the management of application services like Email, Office Applications, first-level user support, service management and, ICT asset acquisition and management including their maintenance and inventory.
  • Telephony, Conference Support and Delegations Services including the management and deployment of Telephony services, supporting meetings, events, and delivering ad-hoc support services for Resident Delegations.

MAJOR DUTIES AND RESPONSIBILITIES

Function 1: Provision of Business services (incl. Expected results) Provides Business services to IT projects across the organization, ensuring a consistent and standardized approach to analysis, helping organizational units to regularly review and optimize its business process through ICT-aided automation, achieving results such as:

  • Work with IT Project Owners and Sponsors inside ICT and CSIM to provide input on relevant IT Business Analysis and Process Optimization framework, approach principles and policies for the purpose of planning, monitoring and improving the Organization’s approach to Business Analysis for IT Services
  • Liaise with Business Owners across the Organization to ensure that business processes are continuously aligned with the IT systems used, taking the necessary actions to coordinate with the appropriate areas that support these systems to adjust and perform realignments when needed
  • Meet with Business Owners across the Organization to review from time-to-time the business processes used in their areas with the purpose of identifying opportunities for optimization and streamlining of the IT processes and systems used by these business areas

Function 2: Support to Project Managers and Teams (incl. Expected results) Assist the project team in the writing and revision of required project documentation; achieving results such as:

  • Conduct the collection, elicitation and analysis of project's business requirements
  • Develop project documentation including requirement documents, use cases, user stories, workflows, test scenarios, test cases, training material
  • Construct Business process or workflow related charts and diagrams
  • Create and maintain software wireframe designs based on the user requirements
  • Maintain focus on data/process analysis with an understanding of technical problems and solutions
  • Serve as liaison between Developers and business Product Owners

Function 3: Support to Business users (incl. Expected results) Provides business the technical and analytical support to the project implementation related activities; achieving results such as:

  • Provide day to day business user support of the implemented systems
  • Conduct software functional test for each sprint/phase of the software development project
  • Prepare or review the test cases for the business to implement UAT
  • Prepare software implementation roadmaps and related documentation

Function 4: (incl. Expected results) Perform other related duties as assigned

Qualifications/special skills Academic Qualifications: - Bachelor’s Degree in Computer Sciences, Science Engineering, and Business Administration or in a related field. - CBAP® or equivalent certification Experience: Essential - 5+ years of relevant, professional experience in the field of business analysis - Experience in writing software requirement documents - Experience in creating wireframes for software developments - Knowledge of UML and BPMN - Highly organized with strong time management and multi-tasking skills - Strong communication/interpersonal skills - Proven analytical background

Desirable - Professional technical experience in the following areas: o ITIL training or certification is an asset o TOGAF training or certification. o PRINCE2® training or certification Language: Essential - Fluent reading, writing and speaking abilities in English are essential.

Desirable - A working knowledge of a second language of the Organization (Arabic, Chinese, French, Russian, or Spanish).

Additional Information Please note that the daily rate for Band B varies from CAD 248 to CAD 392. Work schedule and attendance will vary depending on the needs. Part of the consultancy services are expected to be delivered at the ICAO HQ premises, and part remotely from the consultant location.
