ORGANIZATIONAL CONTEXT

The United Nations World Food Programme is the world's largest humanitarian agency fighting hunger worldwide. The mission of WFP is to help the world achieve Zero Hunger. Every day, WFP works to ensure that nobody goes to bed hungry and that the poorest and most vulnerable, particularly women and children, are able to meet their food and other essential needs.

To reach people in need, WFP and partners often need to register, verify and enrol people into assistance programmes. WFP is careful about the amount of information that it requests from people and wants to make sure that all personal information that is collected by WFP and partners is managed securely and responsibly. WFP needs assurance that the right people are selected for assistance and receive the entitlements. Therefore, WFP country offices need the capabilities to securely collect information, verify beneficiaries and manage the enrolment and delivery processes in line with corporate standards and best practices.

The IDM delivery unit in HQ has been tasked with leading on WFP’s corporate systems and services for identity management for WFP’s in-kind and CBT programmes. The team supports WFP Country Offices and partners to perform secure, timely and effective registrations, verifications, enrolments and delivery of entitlements. In some cases, the support to Country Offices and partners will be done through a service-model with clearly defined and agreed deliverables, transparent costs, and overall excellent service provision.

HQ IDM Delivery is therefore recruiting a Business Analyst to review business processes, capabilities and requirements and feed into the development of corporate systems and the running of business services for CBT and in-kind programmes.

THE ROLE

  • Design and review the business processes, controls and business requirements related to identification, data collection and data management.
  • Perform high-level country office assessments and business process mapping to identify current gaps and needs.
  • Feed into the prioritisation and development of features in corporate solutions in collaboration with relevant stakeholders.
  • Perform user acceptance testing of corporate solutions to ensure that they meet business needs.
  • Ensure overall excellent service provision, end-user, and client satisfaction (COs and beneficiaries).

KEY ACCOUNTABILITIES (not all-inclusive)

  1. Actively engage with country offices and regional counterparts to deliver and roll out identification and registration services.
  2. Draft and review detailed business requirements of processes related to identification, registration, and data management, following a Human-Centered Design (HCD) approach.
  3. Provide advice and support to Country Offices and Regional Bureaus related to best practices and available tools as related to registration and identification services.
  4. Organize and deliver product demos, answer general service questions, and actively engage with interested Country Offices and relevant stakeholders.
  5. Perform end-user testing to ensure solution consistency and excellent user experience.
  6. Co-ordinate with WFP’s technical teams and external developers to lead sprint planning, drive development and management of product pipeline.
  7. Review feedback and troubleshoot the development of IDM solutions (Identification and Registration) to ensure business requirements and end-user needs are met.
  8. Lead stocktaking of corporate capabilities and gaps related to identification, registration, and other IDM processes.
  9. Support and review work of junior consultants, especially business requirements, product roadmap and pipeline.
  10. Where needed, deploy on mission to provide field support and deliver trainings as needed.

QUALIFICATIONS & KEY REQUIREMENTS

Education: University Degree or Advanced University Degree in international relations, political or economic science, business administration, computer and information systems or other relevant academic areas.

Experience: At least 4 years of relevant progressive work experience in humanitarian or private sector. Experience with business analysis, digital project management and customer engagement is valued.

Language: Fluency (level C) in English with an intermediate knowledge of another official UN language (Arabic, Chinese, French, Russian and Spanish) or Portuguese (one of WFP’s working languages) is desirable.

Knowledge and Skills:

  • Microsoft Office, data collection tools, ETL/ELT tools, database technologies, field applications and project management methodologies are relevant.
  • Experience and ability to effectively engage and coordinate across a variety of stakeholders.
  • Knowledge of the Agile SCRUM methodology is desirable.
