In this context, and in order to achieve better results for children, in a more efficient and effective way, UNICEF is mainstreaming and scaling up the humanitarian cash transfer modality across the organization. This is a core priority area of work under UNICEF’s strategic plan, under Goal Area 5, as well as UNICEF’s agenda to increase the resilience of households, communities and systems.

Humanitarian cash Operations and Programme Ecosystem – HOPE is UNICEF’s humanitarian cash transfer management information system. HOPE can (i) collect beneficiary data, (ii) associate data with cash programmes, (iii) create target population (iv) manage payment lists (v) send them to Financial Service Providers (FSP), (vi) reconcile payments, (vii) triangulate payment verification information directly from beneficiaries, (viii) handle grievances and feedback, as well as reporting. HOPE is flexible and can use either UNICEF collected beneficiary data using KoBo Collect, or data collected by other partners including UN agencies and governments.

The Social Policy Social Protection Programme Group Humanitarian Cash Transfer (HCT) unit is looking for a Business Analyst profile to lead on HOPE enhancements analysis in coordination with relevant colleagues in DFAM, ICTD and GSSC.

The purpose of this position is to support the HCT team in developing the technical documentation required throughout the enhancements and maintenance of UNICEF HOPE and to liaise with relevant stakeholders, internal and external. The technical documentation function entails the drafting of functional and business requirements, user stories and visualization of business and process flow to support the architectural and functional enhancements of HOPE. In particular, the position will focus on ensuring there is clear documentation and understanding of both the business and functional requirements of the system. This function plays a critical role in ensuring the enhancement and maintenance required to support an effective system for integrated data management of humanitarian cash transfer programs.

The key result is to ensure that UNICEF HOPE evolving business needs are captured and disseminated from a technical perspective through relevant documents across the various stakeholders involved.

Major duties and responsibilities

  • Update UNICEF HOPE artifacts and documentation by reflecting the evolving MIS development ecosystem to ensure up to date information are used by development stakeholders
  • Develop and maintain a workplan of the needed documentation with realistic timeline and relevant stakeholders to be involved.
  • Participate in technical internal and interagency discussions on HOPE collaboration modalities to inform any changes in the UNICEF HOPE requirements and documents.
  • Assess functional requirements based on the existing business and operational requirements.
  • Ensure that technical requirements closely align with functional and operational requirements.
  • Identify and generate relevant analysis to solve functional bottlenecks and inconsistencies within the different internal and external modules of UNICEF HOPE
  • Document the various user-access levels and authorisations as supported by UNICEF internal processes and functional needs
  • Maintain, update (and map) a workflow for each different module and component of the UNICEF HOPE
  • Based on the various requirements and workflows, collaborate with the MIS development team to maintain and update the HOPE Standard Operating Procedures and Technical Specifications which will be used to guide and support the MIS development and implementation/ use in the field.
  • Ensure deliverables are being properly reflected in the development phase by liaising on behalf of EMOPS HCT team at a technical level with internal (e.g.: UNICEF offices and divisions) as well as external stakeholders (UNHCR and Developers)
  • Oversee in close collaboration with the ICTD focal points the enhancements of the HOPE
  • Report and inform on regular basis the Beneficiary data specialist on progress of the work, identify and flag potential bottleneck that would require strategic and management support
  • Supervise and coordinate technical consultants of the HOPE team on a need basis.

  • An advanced university degree (Master’s or higher) in Advanced university degree in Information Technology Business process management or a related technical field is required. *A first University Degree combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree in the field of journalism, communications, external relations, public affairs, or public relations or corporate communications.

  • A minimum of 5 (five) years of professional work experience years of demonstrated knowledge and experience in design and development of management information systems is required.
  • Experience in the use and design of Management Information System for HCT programmes is highly desirable.
  • Fluency in English (written and verbal) is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian, or Spanish) is an asset.
