Duties and Responsibilities

THE ORGANIZATIONAL SETTING

The Finance Branch (FIN) is responsible for managing the financial resources of the Organization, applying the Financial Regulations and Rules and developing budgetary, accounting and financial policies and procedures. As part of the International Civil Aviation Organization (ICAO)’s Transformational Objective initiative and to harmonise financial processes across its recently consolidated extra-budgetary activities, the Finance Branch is seeking a Business Analyst whose main focus will be to review existing financial policies, guidelines, and procedures and to identify, propose and document improvements to processes and policies. The Business Analyst will work under the direct supervision of the Chief, Finance Branch, and will work very closely with operations staff in extra-budgetary activities and with staff in all other areas of the Finance Branch. The consultant is expected to apply professional principles, practices, and techniques, and to synthesize and rationalize inputs from many sources. Effective drafting, communication, and interpersonal skills are important in this internal consulting role.

MAJOR DUTIES AND RESPONSIBILITIES

Function 1 (incl. Expected Results) Provide input to Finance Branch’s activities to identify, document and improve processes, achieving results such as: • Organize process review workshops to present results of the desk review, collect and compile feedback and documentation on the current end-to-end processes. • Research best financial management and control practices as performed in other UN organizations or agencies. • Compare the current ICAO financial processes to those of researched best practices and propose areas of improvement (both process and system-wise). • Participate in the process improvement, including identification and communication with stakeholders and application of change management procedures. • Document revised practices and formalize these into written standard operating procedures, policies, change proposals and working papers. • Consolidate latest available documentation into a procedures and policies document library, including publishing on the internal communication platforms.

Function 2 (incl. Expected Results) Coordinate automation of finance-related processes and reporting, supporting existing and future systems and tools, achieving results such as: • Prepare future state (to-be) flowcharts, critical requirements/needs, processes and workflows for implementation of a new Enterprise Resource Planning (ERP) system. • Coordinate review of reporting needs and provide input to financial report definition, oversee development, and perform testing. • Collect and analyse information on the Internal Control Framework, policies, guidelines, and procedures in the area of Financial Management processes and financial control, in close communication and collaboration with stakeholders in extra-budgetary operations, with a focus on financial systems and tools. • Support system and reporting improvement efforts by actively participating in related activities, providing substantive input and preparing working papers as required. • Provide input into process automation of manual processes by creating forms, ensuring data validation and integration of available data and systems. • Perform quality assurance and testing for automated processes. • Prepare user training materials and perform user training if needed.

Function 3 (incl. Expected Results) • Perform other activities or tasks as required to ensure the effective and efficient implementation of financial controls.

Qualifications/special skills

Essential

Bachelor’s degree in business, finance, accounting, information management, or related field of study or equivalent. Essential:

• A minimum of five (5) years of progressively responsible professional experience in accounting or related area, in a public sector or international organization. • Experience with gathering, analysing, and documenting business objectives, procedures, processes, and functional requirements. • Functional experience in Office applications (Word, Excel). • Superior verbal and written communication skills to articulate ideas and processes to various stakeholders. • Interpersonal skills that enhance openness and trust among colleagues. • Experience in the area of financial management. Desirable:

• Experience in implementation of financial modules for an Enterprise Resource Planning (ERP) system. • Experience with Power BI or other reporting tools.

Languages

Essential Fluent reading, writing and speaking abilities in English.

Desirable A working knowledge of any other language of the Organization (Arabic, Chinese, French, Russian, Spanish).

Additional Information

Consultants will be held to the highest ethical standards and are required to sign a Code of Conduct and an individual declaration of independence (or statement of confidentiality) upon acceptance of the assignment. This Band B consultancy is to be filled for a period of 11 months, with a possibility of extension. Please note that the monthly rate for Band B varies from CAD$ 5,097 to CAD$ 8,122.
