The increasing prevalence of disruptive events such as public health emergencies, cyber security attacks, natural disasters, active shooter incidents, and other catastrophic events continues to impact our daily lives and pose risks to UNICEF’s operations.

The Continuity and Resilience Unit (CRU), located in the in the Office of the Comptroller, Division of Financial and Administrative

Management (DFAM), works to ensure strengthened organizational capacity for effective preparedness, response and recovery from

disruptive events to enable timely decision-making, ensure the safety of personnel and other UNICEF assets; and the continuation of UNICEF’s operations and fulfilment of global mandate and accountabilities.

Under the guidance and supervision of the Chief, Continuity and Resilience the incumbent will assist in the continued development and strengthening of UNICEFs operational resilience to disruptive events via continued implementation of the Organizational Resilience Management System (ORMS) and maturation of the business continuity management (BCM) programme.

How can you make a difference?

The Business Analyst will work in close collaboration and interface with a range of personnel in HQs, ROs and COs, as well as interagency

counterparts in support of the effective and efficient resilience maturation of the organization. This post will be supervised by the Chief,

Continuity and Resilience.

Key functions and accountabilities include:

  1. Provide support with policy development and maintenance.

• Participate in review of internal controls and policies/guidance included in the Regulatory Framework (ORMS, BCM), support implementation of policies and procedures and provide feedback on policy and internal controls as appropriate.

• Review/update policies, procedures and guidance, to ensure continued harmonization, relevance and applicability to the UNICEF

environment and context.

  1. Provide support to the Chief, CRU

• Facilitate execution of crisis management and crisis communications support to NYHQ, working with relevant UNICEF focal points, UN

partners and external vendors.

• Research, compile and analyze qualitative and quantitative data and information from various sources on subject matters relevant to the work of the unit to facilitate ORM and BCM programme delivery.

• Act as OIC when the Chief, CRU is not available.

  1. Provide technical and administrative support.

• Facilitate organizational compliance with ORMS Key Performance Indicators (KPIs), Maintenance, Exercise and Review (ME&R) programme, and other annual required updates and exercises by working with focal points at all levels of the organization.

• Maintain the ORM SharePoint collaboration site as a global resource and repository for UNICEF offices.

• Facilitate the annual maintenance and exercise of the NYHQ Business Continuity Plan (BCP).

• Follow up and monitor lessons learned from BCP exercises/actual events for any UNICEF Office as requested/required.

• Prepare reports (e.g. GA report on ORMS), working papers and presentations as required.

• Facilitate audit/review requests, recommendations, and follow-ups on the relevant topics for all UNICEF Offices.

• Facilitate risk management for the CRU, as global focal point for ORMS, via the Enterprise Governance, Risk and Compliance (eGRC) platform.

  1. Manage crisis communications

• Review/update the NYHQ crisis communications documentation and tools.

• Monitor the Everbridge Emergency Notification System (ENS) usage for the organization and act as CRU focal point, escalating to the Chief, CRU as needed.

• Facilitate quarterly ENS testing for NYHQ, inclusive of the Crisis Management Team (CrMT) and ENS focal points.

To qualify as an advocate for every child you will have…

  • University degree (Bachelors or equivalent) in business management/administration, financial management, and/or project management is required.
  • A minimum of 2 years of relevant professional work experience, at the national and/or international level, is required, specifically in one or more operations management area including; financial management; facilities management; administration; information and communication technology; and human resources.
  • Experience in a UN system agency, large private or public company, or experience working in a developing country and/or humanitarian/emergency context is an asset.
  • Prior experience in business continuity management or emergency management is an asset.
  • Relevant experience in a UN system agency or organization is considered as an asset.
  • Fluency in English (verbal and written) is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) is an asset.
