The International Organization for Migration's (IOM) Mission in Ukraine was established in 1996, when Ukraine became an observer state of IOM. In 2001, Ukraine requested membership in IOM, which was formalized with the Ukrainian Parliament’s ratification of the IOM Constitution in 2002.

IOM Ukraine manages portfolios covering the humanitarian-peace-development nexus, effectively addressing immediate and urgent needs, as well as promoting sustainable peace and recovery, including through support on pursuing reparations for survivors of gross conflict-related human rights violations (HRV). Since late 2022, IOM Ukraine has provided support to the Government of Ukraine (GoU) in establishing a comprehensive reparations legal and policy framework for HRV survivors, including survivors of conflict-related sexual violence (CRSV).

This United Nations Volunteers (UNV) assignment is part of IOM’s project “Supporting National and International Comprehensive Reparation and Transitional Justice (TJ) Mechanisms for Ukraine” (RP.0134), funded by the U.S. Department of State, under the Peace, Security, and Human Rights Programme (PSHR) within the Transition and Recovery Unit.

The project goal is to support the Government and civil society of Ukraine to establish and implement an efficient and effective domestic reparation mechanism and promote other TJ measures that are complementary, compatible, and interoperational with international efforts, principles and best practices. Within this framework, the UN Volunteer will support the Coordination Centre for Support of Victims and Witnesses of the Office of the Prosecutor General of Ukraine in strengthening institutional capacities to improve coordination and support for victims and witnesses of war crimes. This will include analysing existing processes and information flows, identifying operational needs of the Coordination Centre, and contributing to the development and implementation of tools and systems aimed at enhancing case management, data collection, and communication with victims and witnesses.

The UN Volunteer will also contribute to improving cooperation with national and international stakeholders, providing assistance and services to victims and witnesses, as well as supporting the preparation of analytical and informational materials necessary for the effective functioning of the Coordination Centre.

Under the overall supervision of the IOM Chief of Mission and the direct supervision of the Project Specialist (Transitional Justice and Community Cohesion), and the Coordination Centre for Victims and Witnesses of the Office of the Prosecutor General of Ukraine (OPG) representative, the Consultant will enhance the capacity of the OPG to strengthen processes and systems for the protection and support of victims and witnesses of war crimes and other international crimes through needs assessment, process analysis, data analysis, and the development of tools and coordination mechanisms.

Tasks to be performed under this contract:

· Collect information to identify the specific needs and requirements of the staff of the Coordination Centre for Victims and Witnesses, including through meetings and interviews with relevant stakeholders involved in providing support to victims and witnesses. Analyse the collected information to identify gaps and areas requiring improvement. · Develop detailed process maps to illustrate current workflows related to the protection and support of victims and witnesses. Analyse existing processes to identify inefficiencies, duplication, and potential risks. · Support the launch, operation, and updating of the Information portal for witnesses and victims of war crimes and other international crimes. · Analyse data related to victim and witness protection and support, including information on the needs of victims and witnesses, to identify trends and develop recommendations for improving support processes. · Cooperate with national and international organizations, including non-governmental organizations, that provide services and assistance to victims and witnesses. · Contribute to the design and development of systems and tools aimed at improving the effectiveness of the Coordination Centre’s work, including case management systems, databases and registries of victims and witnesses, as well as communication tools and templates based on identified requirements and developed process maps. · Prepare analytical briefs and informational materials required for the activities of the management of the Coordination Centre. · Draft official documents within the scope of the unit’s responsibilities. · Perform such other duties as may be assigned.

As it is a national UN Volunteer's assignment, the UN volunteer shall organize his/her accommodation by themselves.

Entitlements of National UN Volunteer Specialist >> USD 1717

The contract lasts for the period indicated in the vacancy with the possibility of extensions subject to availability of funding, operational necessity, and satisfactory performance. However, there is no expectation of renewal of the assignment. This is a full-time contract.

Allowances: • Volunteer Living Allowance (VLA): A Volunteer Living Allowance (VLA) USD 1717 (equivalent in UAH) is provided monthly to cover housing, utilities, and normal cost of living expenses. This includes Well-Being Differentials for the period while the ICSC applies hardship classification to duty stations in Ukraine as “E”. • USD 350 entry lump sum, one-time payment.

Medical and life insurance: • Medical insurance: The UN Volunteer and eligible PFU dependents will receive UNV-provided medical insurance coverage. Coverage for UN Volunteers begins from the Commencement of Service and normally ceases one month after the last day of the UN Volunteer Contract date. • Life Insurance: UN Volunteers are covered by life insurance for the duration of the UN Volunteer assignment. If a UN Volunteer dies during the UN Volunteer assignment, the eligible designated beneficiaries will be entitled to receive a life insurance lump sum.

Leave entitlements: • Annual leave:  UN Volunteers accrue an entitlement to 2.5 days of Annual Leave per completed month of the UN Volunteer assignment. Unused accrued Annual Leave up to a maximum of 30 days is carried over in case of a contract extension within the same UN Volunteer assignment. Unused accrued Annual Leave may not be carried over in case of reassignment or a new assignment. • Learning leave: Subject to supervisor approval and exigencies of service, UN Volunteers may request up to ten working days of Learning Leave per consecutive 12 months of the UN Volunteer assignment, starting with the Commencement of Service date, provided the Learning Leave is used within the contract period. • Certified Sick Leave: UN Volunteers are entitled to up to 30 days of certified sick leave based on a 12-month cycle. This amount is reset every 12-month cycle. • Uncertified Sick Leave: UN Volunteers receive seven days of uncertified sick leave working days in a calendar year. This amount will be reset at the established interval period.
