As donor requirements are becoming increasingly complex as evidenced by recent negotiations with large donors who are demanding timelier implementation of activities, better documentation of results and evidence of achieving value for money, quality and efficient reporting continues to be critical. DFAM is accountable for ensuring accuracy, integrity and transparency of all financial information disseminated through its internal and external corporate reporting channels.

Under the supervision of the Senior Adviser, Office of the Comptroller, the incumbent provides substantive input in assisting the Comptroller on decisions on DFAM Operational Strategy, resources planning and performance delivery. They will also lead in the development of the DFAM Management Plans, provides operational support, ensure the effective dissemination of priorities as well as monitoring of performance delivery. In addition, the incumbent is DFAM’s focal point on risk management.

How can you make a difference?

Strategy, implementation and Reporting

  • Coordinate with the Sectional heads in the Division to prepare DFAM's inputs to the UNICEF Strategic Plan, which includes the Medium-Term Review (MTR), DFAM Annual Report, DFAM all-staff meetings and retreats, and the annual DFAM Office Management Plan.
  • Monitor and report on the priorities, targets, baseline data, and key performance indicators of UNICEF Strategic Plan with DFAM responsibility, as well as those of the DFAM Office Management Plan, on a timely basis.
  • Coordinate with other DFAM sections to ensure the timely preparation of DFAM performance monitoring reports and progress updates.
  • Coordinate with DFAM sections to communicate DFAM performance delivery and disseminate relevant information.
  • Keep DFAM intranet and other relevant communication sites current and relevant.

Divisional Operations Support

  • Support the effective management of financial resources and other assets to ensure the smooth functioning of the Division.
  • In consultation with DFAM leadership, prepare quadrennial and annual budgets for the Division based on the desired results established in the OMP. Participate in Division budget review meetings and provide background materials and analysis as required.
  • Identify and document deviations from planned budgets and propose solutions to keep expenditures within approved budgets.
  • Identify and develop system tools and software for tracking and automated budget monitoring and reporting.
  • Lead strategic operations activities of DFAM.

Procurement of Supplies, Equipment and Contracts Administration

  • Coordinate the preparation and monitoring of the Division's procurement plans, based on the OMP and special projects.
  • Support the development of statement of works (SOWs), Terms of Reference (TORs) and request for proposals (RFPs) in consultation with SD.
  • Responsible for preparing DFAM submissions to the Contracts Review Committee (CRC) for individual consultants & contracts for services meeting established threshold.

To qualify as a champion, for every child you will need to have…

  • Professional accounting or auditing qualification such as CA, CPA, ACCA, CIPFA with relevant strategic and operation experience is required. An advanced university degree (Master’s or higher) in Business Administration, Strategic Management, Financial Management, and/or another technical field is highly desirable.
  • A minimum of eight (8) years of strategic, operational and professional development is required including strategic reporting, financial management, resources planning and monitoring, and risk management is required.
  • Experience working in an international organization or non-profit sector is highly desirable.
  • Experience working with financial and financing instruments is highly desirable.
  • Experience in Strategic operations, planning and reporting is highly desirable.
  • Experience in Financial Advisory is considered an asset.
  • Experience in Strategic Budgeting is highly desirable.
  • Experience in developing strategic reporting IT systems and tools is considered an asset.
  • Excellent written and spoken communication skills in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) is considered an asset.
