Result of Service

The consultancy will aim to achieve the following objectives: - Data Collection and Analysis: Lead the collection of energy efficiency-related data at national, regional, and pilot project levels. This will include gathering required data, providing background information on the current state of building energy efficiency, and reviewing relevant policies and regulations. The consultant will ensure the data collected is comprehensive and accurate to facilitate effective technical analysis and assessment. - Stakeholder Engagement and Coordination: Map key local stakeholders at both national and state levels, analyze their interests and power, and identify their main capacity building needs. Establish and maintain contacts with potential local/national donors, financiers, funders, real estate developers, and beneficiaries of building energy efficiency. The consultant will coordinate consultations, site visits, and communication with local stakeholders to ensure their active participation and support. - Implementation of Pilot Projects: Support the review and gathering of feedback from local stakeholders on reports, tools, and training materials developed by the project team. Organize webinars and workshops to disseminate project results and ensure the effective implementation of pilot building energy efficiency projects in Lusaka. This will involve collaborating closely with different ministries, local governmental agencies, and private sectors. - Capacity Building and Awareness Raising: Develop virtual training modules, energy efficiency tools, and physical training workshops based on the findings from energy audits and stakeholder engagement. The consultant will work on building local capacity to sustain the energy efficiency initiatives and foster a culture of continuous improvement in building energy performance. In summary, the ultimate result of the services will be: - Comprehensive data sets and reports on building energy efficiency in Zambia. - Established and engaged network of local stakeholders and partners. - Successfully implemented pilot projects demonstrating energy efficiency improvements. - Enhanced capacity and awareness among local stakeholders and the broader community regarding building energy efficiency.

Duties and Responsibilities

The part-time Building Energy Efficiency Expert will provide support to the following activities led by the UNEP-CCC as part of the DANIDA GPUC project in Zambia: 1. Data Collection and Analysis: The consultant will take the lead in collecting energy efficiency-related data at national, regional, and pilot project levels over multiple rounds based on availability of data. This will facilitate the technical analysis and assessment of building energy efficiency in Zambia, particularly in Lusaka, the pilot city. Specific tasks will include gathering required data as per the UNEP CCC team's request, providing background information on the current state of building energy efficiency, reviewing policies and regulations relevant to energy audits, and coordinating with key governmental agencies to define steps and timelines for pilot projects. 2. Stakeholder Engagement and Coordination: The consultant will map key local stakeholders at both national and state levels, conduct a preliminary analysis of their interests and power, and identify main capacity building needs. Establishing contacts with potential local/national donors, financiers, funders, real estate developers, and beneficiaries of building energy efficiency will be essential. The consultant will also coordinate consultations, site visits, and communication with local stakeholders. 3. Implementation of Pilot Projects: The consultant will support reviewing and gathering feedback from local stakeholders on reports, tools, and training materials developed by the project team. Additionally, the consultant will arrange webinars and workshops to disseminate project results and ensure the effective implementation of pilot building energy efficiency projects in Lusaka. In summary, the consultant is required to: i. Lead the collection and analysis of data related to building energy efficiency. ii. Engage and coordinate with key local stakeholders to facilitate project implementation. iii. Support the implementation of pilot projects through stakeholder feedback and dissemination of project results. The consultant’s support includes inputs and reviews/feedback on various project documents, ensuring the project's successful delivery and alignment with the objectives of the DANIDA GPUC project in Zambia.

Qualifications/special skills

A master´s degree or equivalent in engineering, energy and environment studies, or another relevant field is required. Advance degrees (PhD) are desirable. - Excellent written and verbal communication skills are necessary for preparing reports, proposals, and presentations, as well as for engaging with stakeholders and presenting complex information in a clear and understandable manner. - Experience in stakeholder engagement and consultation is necessary. The consultant should have the ability to effectively communicate with diverse stakeholders, including government agencies, international organizations, NGOs, and academic institutions, to gather feedback and incorporate diverse perspectives into the project. - Proven project management skills are essential. The consultant should be capable of managing timelines, and stakeholder relationships to ensure the successful completion of project deliverables. Overall, the consultant should possess a combination of technical expertise, analytical skills, stakeholder engagement abilities, report writing abilities and project management experience relevant to the indicated work to effectively support the project's objectives. - Experience in organizing workshops and/or similar events is required.

Languages

Fluency in written and spoken English is required. Knowledge of other local languages is an asset.

Performance Indicators - Quality of Data Collection: Evaluation of the completeness and accuracy of the collected data based on the predefined data request, including the level of detail and relevance to the project's objectives. Evaluation of the quality and completeness of deliverables based on predefined criteria and feedback from UNEP-CCC and MIHUD. - Stakeholder Engagement: Assessment of the effectiveness of stakeholder mapping, the establishment of contacts, and the depth of stakeholder consultations, including the diversity and relevance of stakeholders engaged. - Timeliness and Responsiveness: Meeting deadlines for the submission of deliverables and responsiveness to feedback from UNEP-CCC and MIHUD, demonstrating reliability and project management skills. - Clarity and Usability of Reports: Evaluation of the reports' clarity, coherence, and usefulness based on feedback from target users and stakeholders, ensuring the deliverables meet the project's objectives. - Impact of Capacity Building Activities: Assessment of the effectiveness of the training modules and workshops, measured by participant feedback, improvement in knowledge and skills, and subsequent application of energy efficiency practices. Specific tasks and responsibilities The consultant will undertake a range of tasks and responsibilities to support the successful implementation of the DANIDA GPUC project in Zambia. These include preparatory work, data collection, stakeholder engagement, pilot project facilitation, and reporting. Preparatory Work and Scoping The consultant will begin by reviewing the feedback and data provided by UNEP-CCC and the MIHUD team, focusing on the current state of building energy efficiency in Zambia. This preparatory work includes conducting a comprehensive literature review to identify relevant data sources and stakeholders, as well as setting up initial meetings with key partners. Data Collection The consultant will lead the data collection process, gathering necessary information to facilitate technical analysis and assessment of building energy efficiency in Lusaka. This includes: Collecting required data and information as per the UNEP-CCC team's request. Providing background information on the current state of building energy efficiency developments at the national and city levels. Reviewing and providing information on relevant policies and regulations. Coordinating with national and city agencies to define steps and timelines for implementing pilot projects. Stakeholder Engagement The consultant will map key local stakeholders and conduct a preliminary analysis of their interest and power. They will establish contacts with potential local/national donors, financiers, and other relevant parties, and coordinate consultations, site visits, and communication calls. Implementation Support The consultant will support the implementation of pilot building energy efficiency projects in Lusaka by: • Reviewing and gathering feedback from local stakeholders on reports, tools, and training materials. • Coordinating with various ministries, local government agencies, and the private sector. • Organizing webinars and workshops to disseminate project results. Reporting The consultant will prepare and submit detailed reports summarizing the data collected, stakeholder mapping, capacity building needs, and feedback from stakeholder consultations. They will also document the outcomes of webinars and workshops. 1st deliverable – 01 November 2024– Provide summary report on building stock data and additional information collected in the first round. Provide summary report om stakeholder mapping and main capacity building needs. 2nd deliverable –01 February 2024– Summary report of key stakeholders of building energy efficiency in Zambia and Lusaka, report on local stakeholder mapping and capacity building needs. 3rd deliverable –20 November 2025– Provide summary report (including attendance list and outcomes) of the climate finance webinar and the concept development and financing training. Meeting notes on webinars and workshops to disseminate project results
