BACKGROUND AND PURPOSE OF THE ASSIGNMENT

To support the delivery of budget and resource analysis and programming activities and/or provide support in WFP Sudan Country Office, partnering with managers to apply the best practise approached that support the efficient, effective and complaint utilization of resources.

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree in Business Administration, Finance, Economics, or other relevant field, or first University degree with additional years of related work experience (two years) and/or Training/courses.

Experience: At least two years of postgraduate progressively responsively professional experience in financial, budgeting and accounting Systems in commercial enterprises, national governments, or international organizations. Has provided analytical inputs for the development of budgets, or operational plans and contributed to the production of various analytical reports to support decision making. A demonstrated broad understand of WFP’s financial architecture and how it supports implementation of Operations.

Language: Fluence (level C) in English language Both written and Oral communications.

Knowledge & Skills

• Advanced knowledge of WFP's information systems and excellent communication skills (both oral and written) are critical.

  • Uses tact and courtesy to give and receive information to a wide range of individuals.
  • Proficient in the use of office equipment and computer software packages, including word processing, spreadsheet, and other standard software packages.

ACCOUNTABILITIES/RESPONSIBILITIES

Under the direct supervision of the Deputy head of the Budget & Programming unit, the national officer will lead the financial/Donor reporting and funds allocation of the Grant relevant grants and IFIs.

Resource Management

  • Monitor the Consumption and utilization of the Grant relevant grants and IFIs.
  • Manage the Associate costs, cumulative pot of the Grant relevant grants and IFIs by guiding the allocation of funds to functional units (programme, finance, logistics and administration and the field offices)
  • Provide monthly comprehensive analysis on Grant relevant grants and IFIs performance and recommend appropriate actions to be undertaken by CO management.
  • Gather/ reconcile all information on funds (staffing, equipment…)
  • Alert CO management to approaching deadlines for unassigned and unspent funds under the Grant relevant grants and IFIs, flag potential resource shortfalls or surpluses and propose appropriate solutions.

Budget Planning

  • Monitor ongoing performance against budget Grant relevant grants and IFIs through various financial analyses and provide expert advice on budgetary adjustments as necessary to budget owners for Optimal resource utilization and in adherence to available guidance and polices.
  • Provide expert advice on budgetary adjustments required for effective utilization of World Grant relevant grants and IFIs.
  • Support the preparation of funding proposals advocating for Prioritization of resources by activity and modality as necessary, against operational shortfalls and in close collaboration with CO managers

Pipeline Management

  • Support the preparation of the monthly pipeline report by analysing and validating the Grant relevant grants and IFIs with inputs from CO teams.
  • Participate in meetings with internal CO functional leads to discuss the utilization of incoming contributions, as well as support the process of developing funding proposals
  • Provide information on CO funding gaps regularly by Donor partnerships/Reporting/ communication units

Reporting

  • Provide regular reports progress on Grant relevant grants and IFIs.
  • Review and update CO specific reports, including- donor reports, executive briefs and sitreps for both external and internal audiences, ensuring data consistency across a wide range od reporting material

Other

  • Perform other relevant duties as required.
