ORGANIZATIONAL CONTEXT

The Budget and Programme Officer (NOA) reports directly to the Head of Budget and Programming Unit. S/he undertakes budget and resource analysis, and with close collaboration with key colleagues, preforms programming of funds to activities with a special focus on food commodities and cash/voucher distribution. WFP utilizes SAP to manage it financial resources, food and assets, covering activities ranging food procurement, transportation and distribution; cash and voucher distribution; management of the UNHAS airline, amongst many other activities. WFP is a voluntary funded agency with shifting income flow and financially, has a complex set up with annual expenditure of over USD 120 million per year and with about 450 staff members in six major locations inside Afghanistan.

JOB PURPOSE

To support the delivery of budget and resource analysis and programming activities, partnering with managers to apply best practice approaches that support the efficient, effective and compliant utilisation of funds.

KEY ACCOUNTABILITIES (not all-inclusive)

1. Contribute towards the development of a limited number of projects, plans, processes and procedures ensuring compliance with wider budget programming policies and WFP standards. 2. Create and review budget plans within the overall CO Portfolio Budget and monitor ongoing project performance against budget, ensuring adherence to guidance and policies, and providing financial analysis and advice to optimise resources. 3. Act as key liaison with the supply chain unit, by contributing to design and utilization of the Supply Chain Matrix; support the development of logistic plans. 4. Support monitoring of fund utilisation, and advance financing, loan and borrowing/repayment (including food) and refinancing arrangements; and alert supervisors to approaching deadlines for unassigned funds and potential resource shortfalls/surpluses of food and cash. 5. Monitor actions related to project closure and resource transfer and refer potential issues to the supervisors and relevant Outcome Managers; Supply Chain Managers, Head of Operations and others. 6. Support senior colleagues in monitoring the resource pipeline (food and cash) to maximise operational effectiveness, following standards and processes, and providing advice on resource allocations based on severity of pipeline shortfalls using relevant pipeline tools. 7. Support the preparation of food-demand plans to support management and usage of corporate Global Commodity Financial Facility and provide information to guide RB/HQ decision-making when multiple projects compete for the same stock. 8. Create and review budget and project activities documentation, and ensure relevant resource data is recorded in internal systems for reference, in line with WFP standards and procedures. 9. Collate and analyse data and contribute to preparation of accurate and timely reports, to enable informed decision-making and consistency of information presented to senior management and external stakeholders. 10. Contribute ideas to senior officers for improvement to systems, techniques, tools, processes and procedures to better monitor and manage budgets and funds. 11. Support the capacity building of WFP staff in budgeting, fund management and operational planning through answering queries and contributing to updating training materials, manuals and guidelines. 12. Follow standard emergency preparedness practices and contribute to technical recommendations and guidance and monitoring the management of financial risks. 13. Other as required.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree in Business/Public Administration, Accounting, Finance and Economics, or First University degree with additional two years of relevant work experience and/or training/courses.

Experience: Minimum of one year professional experience in financial analysis, office and/or operational budgets development, implementation plans preparation and analysis.

Language: Fluency (level C) in English language plus Pashto and/or Dari, preferably both.

Grade: National Officer- Level A (NOA)

Contract: Fixed-Term (FT) - One-year renewable

Duty Station/travel: Kabul, Afghanistan with travel inside Afghanistan

Salary: Competitive remuneration package

Medical Plan: International valid medical plan valid also for staff, spouse and dependents children under 18 years

Annual leave: 30 working days per annum
