The Fiscal Affairs Department (FAD) of the International Monetary Fund (IMF) provides capacity development (CD) support to IMF member countries in several public finance areas, including public financial management, tax policy and revenue administration, and expenditure policy. FAD's CD program is the largest in the IMF and relies significantly on donor financing. To help manage the CD program, FAD is seeking a Budget Officer for its Resource and Information Management Division.

Under the general supervision of the Division Chief of the Resource and Information Management Division (RM), and working closely with FAD's Senior Budget Manager, the successful candidate will be responsible for contributing to the accountability framework and formulating the medium-term Fund-financed budget, analyzing progress during the fiscal year, as well as overseeing its operational and day-to-day management. The successful candidate will also provide oversight over the operational management of the externally-financed budget.

Duties include the following:

  • Contributing to the formulation of FAD's medium-term Fund- and externally-financed budget by analyzing budget-related data and forecasting future resource requirements to produce FAD's budget submissions with respect to the overall administrative budget, including for personnel, travel, seminars, other discretionary resources;
  • Contributing to drafting and preparing FAD's annual budget submission and accountability framework; developing and tracking relevant objectives and scorecard indicators;
  • Monitoring FAD's use of resources, including dollar and FTE budgets, throughout the year by analyzing data from OBP and internal FAD information, reporting to FAD's Senior Budget Manager and other FAD managers on a regular basis; drafting written assessments and analyses;
  • Overseeing RM’s support to and monitoring of divisions’ execution of devolved budgets and accountability frameworks;
  • Preparing medium-term projections for reimbursements from externally-financed projects to help plan departmental staffing;
  • Coaching other members of the budget team and providing a primary back-up role in the operational management of the externally-financed budget;
  • Conducting analyses of resource allocation and expenditures based on in-depth knowledge of department and budget policies and practices, including within the context of TRACES and the Fund's Accountability Framework; also providing suggestions for accounting policies and procedures related to the department's expenditures;
  • Representing FAD on interdepartmental committees, task forces, and working groups related to budget issues, as appropriate;
  • Working with OBP, FIN, ICD, HRD, ITD and other groups to enhance budgetary and financial tools and work practices, covering both internal and externally-financed resources.

Qualifications

Educational development, typically acquired by the completion of an advanced university degree in business, finance, budgeting, accounting, statistics, computer science, or related field, or a Certified Public Accountant (CPA) or similar professional certification, or equivalent; or a university degree, or equivalent, supplemented by a minimum of six years of relevant professional experience is required. Alternatively, a minimum of two years of experience in a related position at Grade A8, or equivalent, is required.

In addition to the above mentioned minimum qualifications, the successful candidate should have:

  • A thorough knowledge of the Fund's budget procedures, including familiarity with recent budget initiatives and the strategy for further budgetary reform in the Fund;
  • Knowledge of the Fund's capacity-building strategy and some familiarity with external financing processes;
  • Considerable experience with budget-related financial systems, including iBBIS, PeopleSoft systems (FACTS, TIMS, and TRACES), ability to run queries in these systems, as well as excellent knowledge of Excel;
  • Well-developed quantitative and analytical skills, particularly as related to administrative, financial, and human resource databases;
  • The ability to set priorities, work under pressure, and manage a number of tasks concurrently within tight deadlines;
  • Sound judgment and the ability to work independently with limited supervision and to function as a member of a team;
  • The ability to work effectively with a broad range of staff within and outside of FAD;
  • Strong oral and written communication skills.

This vacancy shall be filled by a 3-year Term appointment in accordance with the Fund’s new employment rules that took effect on May 1, 2015.

A regular staff member who is selected to fill the vacancy will maintain their open-ended status. If the selected candidate is a contractual employee, they will be offered a Term staff appointment. Staff members already on a term appointment will continue their current term but may receive an extension provided that their current term appointment has not already been extended.
