OBJECTIVES OF THE PROGRAMME

Les unites d'appui administratif des bureaux de pays ont ete mis en place dans la structure organisationnelle pour fournir un soutien aux cadres et au personnel afin qu'ils assument pleinement leurs responsabilites dans l'environnement GSM et pour assurer la conformite avec les politiques organisationnelles, procedures, regles et reglements sur toutes les questions administratives, financieres et d'operations dans le cadre du systeme de planification des ressources d'entreprise (ERP).

DESCRIPTION OF DUTIES

Sous l'autorite du Representant et la supervision de l'Administrateur Charge des operations, le titulaire s'acquitte des fonctions suivantes : Participer aux exercices de planification du bureau Entrer/mettre a jour les plans de travail, Effectuer le paiement des engagements de l'organisation, les paiements des depenses liees aux ateliers (DSA, frais de restauration, frais de deplacement, et suivre les dossiers d'engagement des depenses et de paiement ; S'assurer de la validite, de l'opportunite et de l'efficacite des depenses avant engagement ; Preparer hebdomadairement les pieces justificatives des depenses ; Preparer les budgets des activites sur le terrain avec la collaboration de la partie nationale ; Gerer l'archivage des documents administratifs et comptables du programme Archiver les copies des pieces comptables; Assurer l'imputation des depenses dans les formulaires de decaissement de l'organisation; Preparer mensuellement les rapports financiers; Proceder aux reconciliations journalieres de la caisse ainsi que les reconciliations hebdomadaires et mensuelles des comptes; Preparer les etats de reapprovisionnement de la caisse; Assurer l'application des procedures financieres et comptables de l'organisation; Faire le suivi budgetaire et de l'execution des depenses de terrain; Etre capable d'effectuer toute autre tache confiee par le superviseur hierarchique; Suivre la situation de la contribution financiere directe (DFC) et la gestion de la mise en œuvre directe des activites (DI) ; Apporter un support a l'organisation d'ateliers et d'activites de terrainSuivre les dossiers d'acquisition des biens et des servicesEffectuer d'autres taches connexes qui peuvent etre attribuees par le responsable du cluster, le charge des Operations ou le Representant de l'OMS.

REQUIRED QUALIFICATIONS

Education

Essential: Fin des etudes secondaires ou une formation technique equivalente ou formation en comptabilite, budget et les finances. Desirable: Diplome ou qualification de l'enseignement superieur en comptabilite ou finance sera un atout.

Experience

Essential: Au moins huit (8) ans d'experience de travail avec 3 a 5 ans de responsabilite dans le domaine des finances, des budgets et/ou des activites comptables. Desirable: Experience au sein des Nations Unies ou autres organisations internationales ou multinationales sera un atout.

Skills

Capacite a planifier, organiser, coordonner et mettre en place des intrants provenant de plusieurs sources pour exprimer des idees de facon claire et concise. Production des rapports d'analyses financieres, a l'aide des logiciels appropries ; d'interpreter les regles financieres et des reglements Conception et realisation des taches avec peu de supervision Tres bonnes connaissances de l'application Oracle ou des applications similaires (ERP) ; Bonne maitrise des politiques et pratiques de l'OMS, en l'occurrence les principes de gestion et leur application au sein de l'OMS ; Bonne capacite a agir independamment et a juger les faits ; Tres bonne aptitude organisationnelle et d'analyse, combinee avec des competences en communication orale et ecrite ;Savoir creer et maintenir des relations de travail saines avec des personnes de nationalites et de cultures differentes.

REMUNERATION

WHO offers staff in the General Services category an attractive remuneration package, which for the above position includes an annual net base salary starting at STN 351,568 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
