Under the direct supervision of Finance/Budget Officer and overall guidance of the Chief Planning and Monitoring, this post performs a variety of specialized tasks in support of the preparation, monitoring, reconciliation and control of the program budget, involving several different sources of funds (RR, OR, Emergency, PSFR) across different programs. Liaise with program sections for regular update on status of their program implementation and donor funds utilization.

Major duties and responsibilities:

Assist in program budget management (Regular Resources (RR), Other Regular Resources (ORR) and Other Regular Emergency (ORE)

  • Intimation on arrival of grants to the concerned program sections along with details of grant reference, programmable amount, purpose, period of grant, reporting requirements etc.
  • Allocation of grants and non-grants to program sections and state offices based on the authorization of program chiefs for donor funds and Deputy Representative, Program for non-grant funds.
  • Review and reconcile overspent balances in grants and seek Headquarter support wherever needed.
  • Rephase the unutilized funds in non-expiring grants as and when requested.
  • Compile the pipeline funds by program and donor for the Country Program cycle.
  • Maintain a good filing on grants.
  • Validate the funding certificates for all OR funded positions and temporary posts charged to program budget for correctness of coding and funding details.

Provide oversight support on monitoring and reporting to Deputy Representative-Program, program sections and state offices by the following:

  • Monitoring and tracking closely the utilization of expiring grants and RR funds across programs and offices and provide timely alerts and technical support to the concerned programs / offices to ensure full utilization of the funds before the grant expiry.
  • Providing regular analytical financial updates with analytics, as necessary, with the program sections and state offices using Insight and VISION based report.
  • Analyze, draft reports on the performance of outputs using Results Assessment Module and provide analytical support to m4D team.

Data quality assurance support for programs.

  • Enter the planned amount by output, by strategic outcome area and by program area for all the programs in VISION.
  • Facilitate entry of the most appropriate activity and Program Information Database (PIDB) coding for all the outputs and activities.

Data analysis for quality assurance support for partnerships management through use of eTools.

  • Generate reports on identified indicators and provide to supervisor for analysis for identifying gaps and work for quality assurance.
  • Support in follow up and coordination for quality assurance.

Monitoring and tracking of Direct Cash Transfer (DCT) implementation for the office.

  • Prepare monthly report update and share with all offices and sections, also provide inputs for management reports.
  • Follow up and coordinate for critical outstanding DCTs in line with the grants management guidance.

Perform other duties as required by the supervisor.

To qualify as an advocate for every child you will have…

  • Completion of secondary education, preferably supplemented by technical or university courses in accounting, finance or budget related areas.
  • Familiarity with the automated budgeting and monitoring system used by the organization or training in financial management and accounting principles is an asset.
  • Excellent understating of Microsoft excel/access for analytics purpose is desirable.
  • A minimum of six (6) years of relevant administrative or clerical work experience.
  • At least last three years in budget or financial-related work of the organization is desirable.
  • Work experience on analysis of data, presentation and interpretation of data particularly using graphs, histograms, trends etc. will be an additional asset.
  • Fluency in written and spoken English and Hindi is required.
