Org. Setting and Reporting This position is located in the Programme Planning and Budget Section (PPBS) within the Financial Resources Management Service (FRMS) of the United Nations Office at Geneva. The Budget Assistant reports to a Budget Officer.

Responsibilities BUDGET: - Assists in the preparation of supporting documents (narrative and supporting tables) with respect to finalization of cost estimates and budget proposals, in terms of staff and non-staff requirements. - Supports the Budget Officers(s) in extracting information and generating expenditure reports from computerized information system databases; assists in preliminary analyses of the extracted information and the reports generated, and highlights areas of concern for the attention of the Budget Officer(s). - Assists in the development of resource requirements for budget submissions and in the preparation of budget performance submissions. - Consolidates data and provides support to Budget Officer(s) with respect to budget reviews of relevant intergovernmental and expert bodies. - Prepares pre-commitments and commitments including travel requests and reviews them to ensure that funds are available and the correct account is used. - Prepares entry of service receipt in relevant systems and makes payment requests including transactions for consultants. - Performs procurement processes on behalf of clients serviced by the Section including creating Shopping Carts for consultants. - Assists in grant creation, voluntary contributions status monitoring, expenditure reports generation and donor reporting requirements monitoring. - Assists the Budget Officer(s) in the issuance of allotments and related staffing table authorizations. - Assists in the administration of the division’s cost recovery and charge back mechanisms for administrative services including preparing supporting documentation and reports, creating invoices, and interacting with client entities on billing related matters. - Supports the reconciliation and monitoring of cost recovery accounts and transactions.

GENERAL - Keeps up-to-date on documents/reports/guidelines that have a bearing on matters related to programme budgets, ensuring compliance with intergovernmental recommendations and decisions as well as with United Nations policies and procedures. - Drafts routine correspondence with respect to enquiries related to relevant financial and budget matters. - Maintains and keep up-to-date files. - Provides administrative support to the Budget Officer(s), as required. - Performs other related duties, as assigned.

    Education High school diploma or equivalent.

    Work Experience Five (5) years of experience in finance, budget, accounting, administrative services or related area are required.

    Experience in the use of Enterprise Resource Planning systems (for example SAP) is desirable.

    At least two (2) years of work experience within a UN system organization is desirable.

    Experience in the area of procurement is desirable.

    Experience in providing administrative services to clients from various offices is desirable.

    Experience in providing financial services to clients from various offices is desirable.

    Languages English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of French is desirable.

    Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
