Org. Setting and Reporting UNTSO was the first peacekeeping operation established by the Security Council, in its resolution 50 (1949), and continues to represent the commitment of the Council to assist in the implementation of the 1949 Armistice Agreements and their attendant ceasefires. In its resolution 73 (1949), the Council requested the Secretary-General to arrange for the continued service of such UNTSO personnel as might be required in observing and maintaining the ceasefire, as requested by the Council in its resolution 54 (1948), and as might be necessary in assisting the parties to the Agreements in the supervision of the application and observance of the terms of those Agreements. UNTSO is mandated to observe and maintain the unconditional ceasefires and assist the parties to the 1949 Armistice Agreements in the supervision of the application and observance of the terms of those Agreements. Its mandate derives from Security Council resolutions and decisions, including foundational resolutions 50 (1948), 54 (1948), and 73 (1949). UNTSO ’s activities are spread over Egypt, Israel, Jordan, Lebanon and the Syrian Arab Republic to maintain the regional liaison architecture established under the Armistice Agreements.

This position is located in the United Nations Truce Supervision Organization (UNTSO), duty station Jerusalem. Under the overall supervision of the Chief, Finance and Budget, the Budget Assistant, FS-5, reports to a Finance and Budget Officer, on assigned tasks.

Responsibilities Within delegated authority, the Budget Assistant will be responsible for the following duties: - Assists in the review, analysis and preparation of cost estimates and budget proposals regarding UNTSO’s staff and non-staff requirements including programmatic aspects. - Assists programme/fund center managers in the elaboration/justification of resource requirements for budget submissions, co-ordinate with other relevant stakeholders on related issues during the preparation of the budget proposals. - Supports the programme/fund center managers with the budget implementation as well as in the review and monitoring of expenditures and assist with the utilization and reallocation of funds as necessary. - Provides support to fund center managers for the monthly/IPSAS year-end reviews of budget commitments in accordance with established criteria. - Assists in preparing performance submissions and budget performance reports, analyzing and providing explanations to variances between approved budgets and actual expenditures. - Provides inputs into the preparation of allotments and prepare redeployment requests. - Assists in the preparation of annual cost recovery plan including in the review of expenditures relating to cost sharing/recovery activities for accuracy and completeness. - Under the guidance of the supervisor, provides advice, financial interpretations, adaptations and corrective actions in response to audits and other queries to ensure adherence to the UN Financial Regulations and Rules, Staff Rules, Administrative instructions, Bulletins and Circulars. - Assists in performing analysis, preparation and delivery of strategic support and business intelligence to operational counterparts and mission leadership on financial resources stewardship and organizational performance of the mission in line with mission priorities.

GENERAL: - Keep up to date on guidelines that have bearing on matters related to program/regular and peacekeeping budgets, ensuring compliance with United Nations policies and procedures. - Draft or prepare correspondence to respond to inquiries in respect to financial and budget matters. - Provide guidance and training (including preparation of training materials) to junior staff concerning transaction processing and the use of various systems such as UMOJA. - As required, acts as member of formal oversight and decision-making bodies established by the mission such as Local Committee on Contracts, Local Property Survey Board, Claims Board and Local Survey Committee and Tender Opening Committee etc. - In the absence of the Finance and Budget Officer, acts as Lead of the Budget Team. - Perform other related duties as required.

Education High school diploma or equivalent is required. A technical or vocational certificate in accounting, finance, budget, or related fields is required. Knowledge of the International Public Sector Accounting Standards is desirable.

Work Experience - At least eight (8) years of progressively responsible experience within the United Nations system or in the private sector at the national or international level in budgeting, or financial management are required.

  • Hands-on experience in financial ERP systems (i.e. Umoja) is required.

  • Experience with budget modules such as Business Planning and Consolidation (BPC budget formulation) and Strategic Management Application (SMA) in Umoja or similar modules in another ERP is required.

  • Experience in supporting preparation of staffing and operational budgets in an international organization is desirable.

  • Experience with cost sharing and cost recovery procedures in the UN is desirable.

    Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in oral and written English is required.
