The Budget and Finance Officer is responsible to the Head, Programme and Projects Section and will assist in coordinating and finalizing financial matters of the project management structure for the assigned Field Office(s)

Responsibilities- Prepare budget instructions for Field Offices and HQ Departments pertaining to biennial and annual Projects and Humanitarian Plans (Emergency Appeals - EA) oPt and Syria and review submissions to ensure conformity with Agency budget principles, policies and instructions;

- Draft, where necessary, and update Budget Technical Instructions; participate in review, adjustments, update of the budget standards, estimate financial implication of proposed new or revised Standards, Costs and advise management thereof;

- Monitor the implementation of Budgets, recommend reprogramming, coordinate and conduct necessary consultations with concerned officers, supervise the quarterly review and analysis of expenditure to identify changing patterns of expenditure; formulate financial systems and procedures related to monitoring expenditures and control of Regular Projects and Humanitarian Operational Plans Budgets;

- Generate Projects’ financial data from REACH (ERP system) and produce monthly and quarterly financial reports for key stakeholders with incisive analysis and recommendations for decision-making;

- Prepare monthly, quarterly expenditure review templates and annual Indirect Support Cost (ISC) forecasts;

- Support Field Offices through visits and remote oversight to ensure compliance with financial rules, regulations and related instructions;

- Strengthen advanced use of REACH by Field Offices for financial reporting of Projects and Humanitarian Operational Plan to improve data analysis and presentation;

- Prepare replies to internal and external audit observations relating to budgets for Projects, Humanitarian Operational Plans and Support Services;

- Build capacity of Field Office Project Managers and Budget Officers in Projects’ financial management.

Education A university degree from an accredited educational institution in finance, accounting or related field

Work Experience- Six years of progressively responsible relevant professional experience, working with complex accounting or budgeting operations, in an ERP system environment (Required).

- Experience in use of ERP system software, preferably SAP, and other project management information systems (Desirable);

- Professional accounting and/or financial management qualifications or other relevant credentials (Desirable);

- Relevant professional experience in a large/international organization (Desirable);

- A university degree from an accredited educational institution is required in finance, accounting or related field

Languages- Excellent command of written and spoken English and Arabic.

Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

Special Notice Type of Contract: Fixed Term Appointment

Duration of Contract: 3 years including 1 year probation period, with the possibility of further extension, subject to the availability of funds, satisfactory performance and continuing need.

This vacancy notice is open to internal and external candidates.
