BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

The Management Services (MSD) division is committed to keeping WFP operations running smoothly and cost efficiently, even in the toughest conditions, so the focus can remain on WFP's core mandate of serving our beneficiaries.

MSD has a broad service portfolio that enables WFP operations through management of travel services and pool of assets, provision of infrastructure and emergency response capacity through engineering services, light fleet management and humanitarian accommodation keeping our operations running smoothly and cost efficiently, even in the toughest conditions, so the focus can remain on WFP's core mandate of serving our beneficiaries.

The Junior Consultant will focus on budget review and data reporting to ensure process efficiency and facilitate MSD business.

ACCOUNTABILITIES/RESPONSIBILITIES:

Under the direct supervision of the Special Assistant, the Junior Consultant will have responsibilities as outlined below:

  • Issue monthly reports on PSA budget, special accounts and trust funds programmed in WINGS.
  • Monitor and analyse of outstanding commitments to reduce unspent balances and avail funds to spending units for timely commitment.
  • Provide with comprehensive periodic reports on the budget status and provide brief on budgetary issues.
  • Collaborate to the Management Plan process, collecting data and assisting with Tagetik.
    1. Support with the update and upload of relevant information in Tagetik, the new WFP Budget Planning System tool that enables automatization of the Management Plan outlining the overall resources required by WFP for the coming year and includes 3 years budget.
  • Support with the preparation of Division’s Annual Performance Planning and Risk Register process, including planning phase, mid-year and end-of-year review by coordinating inputs from branches.
  • Monitoring of MSDA and MSDS budgets.
  • Address ad-hoc requests from branches on budgetary matters.
  • Support in the review of documents, collection of input and preparation of notes and reports.
  • Build trackers and reporting tools to check progress against team/program KPIs, to update progress on different areas including the implementation of Management Services Strategy 2022 - 2026.
  • Build planners and calendars for MSD Management to provide timely inputs and ensure smooth and effective operation through planning, coordination and supervision of daily activities and tasks.
  • Any other, if required.

DELIVERABLES AT THE END OF THE CONTRACT:

  • Functional Strategy Planner and Tool
  • Management Plan 2024
  • MSD Divisional Calendar set-up and launch
  • MSD Management Tasks Planner
  • Other specific deliverables to be determined during the period of the contract

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education:

An advanced degree in Finance, Economics, Management or equivalent is required.

Experience:

Between 1 and 3 years of professional experience including financial accounting, financial reporting and budgetary management.

Familiarity with the UN system (Administration, HR, Internal Controls etc.) would be a strong asset.

Knowledge & Skills:

Analytical and Problem-Solving skills.

Demonstrated initiative-taking and ability to lead processes including planning, organization and coordination.

Proven ability to draft, edit, produce and review written materials and reports.

Effective interpersonal, team management and communication skills to collaborate with a wide range of key stakeholders.

Excellent knowledge of Excel and produce budget and financial analysis. Knowledge of corporate tools (WINGS, Tagetik) would be an asset.

Knowledge of power point and Office.

Review and analyse complex data, and prepare comprehensive periodic and ad hoc reports, to support accuracy and efficiency of information presented to internal and external stakeholders.

Languages:

Fluency (level C) in English language. Knowledge of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or WFP’s working language, Portuguese, will be an advantage.

Working Arrangements

Eligible for occasional telecommuting as defined in the WFP Human Resources Manual Chapter V Sections 7.8.

Travel to field locations as necessary.
