Org. Setting and Reporting This position is located in the Operations Unit (OU), Broadcast and Conference Support Section (BCSS), Regional Service Management Service (RSMS), Operations Support Division (OSD), Office of Information and Communications Technology (OICT).

The Broadcast and Conference Support Section is responsible for the management, operation and maintenance of the electronic conference/meeting video conferencing and public information broadcast facilities at the United Nations Headquarters (UNHQ).

The Broadcast and Conference Operations Supervisor reports directly to the Chief, Operations Unit.

Responsibilities Within delegated authority, the Broadcast and Conference Operations Supervisor will be responsible for the following duties:

  • Assists the Chief, Operations Unit in managing the production operations, radio or post production operation, conference operations including Audio/Video systems, microphone management and Remote Simultaneous Interpretation Systems (RSI), broadcast engineering maintenance, or network services including the network Media Asset Management Systems (MAMS) and Broadcast Automation System (BAS), and client access to the MAMS and BAS.
  • Participates in the development, programming, testing, debugging and implementation of new computer application systems releases, modules and functionalities, and conducts version management.
  • Designs, develops and installs computer application systems software and hardware according to specifications, using appropriate monitoring tools, as well as United Nations (UN) established standards for IT technologies and tools and produces monitoring reports.
  • Manages, designs, creates, produces and maintains technical documentation for relevant computer application systems and products; administers changes to technical documentation in accordance with prevailing change management and operation procedures.
  • Keeps abreast of developments in the field, conducts research on new technologies, proposes new acquisitions and provides support on computer applications systems development matters, establishes and maintains internal databases and applications in assigned area; performs complex troubleshooting for various applications.
  • Co-ordinates on a daily basis with concerned departments such as the Department of Global Communications (DGC), Department for General Assembly and Conference Management (DGACM) and BCSS and contributes to planning schedules for resources (staffing and equipment) for regular and special events.
  • Serves as team leader in projects dealing with the planning, specification, design, development, implementation and maintenance of simple computer application systems; liaises with users to define and specify requirements; builds, tests and modifies prototype computer application systems; performs installation and maintenance of computer applications systems in user offices. Also, serves as a focal point for scheduling, maintenance and calibration of all equipment used in broadcast production, congress microphone and simultaneous interpretation (CSMI) and all related MAMS and BAS equipment.
  • Prepares all periodic completion reports, daily and monthly, based on work done by technicians. Supervises technical support staff, including planning work schedules, distribution of work assignments, determines shifts, and determines the need for additional temporary technicians. Conducts performance evaluation of all technicians to maintain a high level of performance.
  • Participates in the recruitment of temporary staff, schedules and supervises their work.
  • Liaises with senior officers, delegations and coordinates with host countries on scope and requirements and provides technical support for committees and meetings/conferences to be held away from Headquarters, other UN Offices or Regional Commissions.
  • Determines the material and human resources requirements for meetings and ensures that all required services are available. Prepares the cost estimates for consideration by the requesting office.
  • Conducts hands-on operational training for operators under an assigned unit such as studio broadcast, post production, engineering, audio visual, broadcast, Congress Microphone and Simultaneous Interpretation equipment as related to Conference Operations or the MAMS and BAS.
  • Performs equipment operations and other duties as required.

    Competencies - Professionalism: Knowledge of broadcast systems, Audio/Video systems, video teleconferencing systems, storage systems, MAMS, BAS and CMSI systems, congress and simultaneous translation systems, tapeless AV systems, and/or Networks, Servers, Internet media production engineering and technologies. Ability to supervise with adequate skills on operations and maintenance of equipment related broadcast operations; ability to apply knowledge and technical skills. Ability to collaborate with industry technology experts and produce technical reports; Understanding of acquisition processes, and monitoring techniques to ensure acceptable performance and quality. Shows pride in work and in achievements; is conscientious and efficient in meeting commitments, observing deadlines and achieving results; is motivated by professional rather than personal concerns; shows persistence when faced with difficult problems or challenges; remains calm in stressful situations.   • Client Orientation: Considers all those to whom services are provided to be “clients” and seeks to see things from clients’ point of view; establishes and maintains productive partnerships with clients by gaining their trust and respect; identifies clients’ needs and matches them to appropriate solutions; monitors ongoing developments inside and outside the clients’ environment to keep informed and anticipate problems; keeps clients informed of progress or setbacks in projects; meets timeline for delivery of products or services to client.

    Education High school diploma or equivalent. Certified Technology Specialist (CTS) certification is required.

    Work Experience A minimum of ten years of experience in Broadcast Operations, including a minimum of five years of relevant experience in studio production, post production, conference operation, video conference operations, maintenance engineering in broadcast related equipment and systems, broadcast systems or related area is required. One year experience in Remote Simultaneous Interpretation Systems (RSI) is required.

    Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another official United Nations language is an advantage. .

    Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by a competency-based interview.

Appointment or assignment against this position is for an initial period of one year.
