Result of Service The research results will allow increasing the level of knowledge about International Cooperation for the Development of Brazil among Science, Technology and Innovation (CT&I) institutions at the three levels of the federation and will contribute to the orientation of Brazil's external actions in these themes.

Duties and Responsibilities The COBRADI research annually collects and produces databases on central themes for the areas of higher education and science, technology and innovation in Brazil. In addition to the central bodies, the research began to collect data from all Higher Education Institutions and other institutions directly linked to ST&I. The expansion of the target population and the methodological improvement seem to present unique opportunities for topics on the agenda of Education and Science, Technology and Innovation Policies in Brazil.

Based on the experience of data collection for the 2021 cycle, it is clear that the importance of the new COBRADI methodology goes far beyond the structuring of International Cooperation for Development activities in Brazil. Due to the degree of decentralization of internationalization actions, mobility of students and researchers, in addition to the formation of international research networks, COBRADI's methodological proposal seems to emerge as a lowest common denominator for the structuring of metrics in those themes. The University of São Paulo (USP), for example, sent correspondence to IPEA informing that, in addition to regularly submitting data to COBRADI, it will also create a computerized system to compute the main variables of the research. It is important to note that USP is currently the main international hub in Brazil in the areas of research networks, mobility and internationalization. The COBRADI team has already received similar support from other HEIs, such as the Federal University of Paraíba and the University of Brasília, in addition to establishing partnerships with ANDIFES and CONIF, associations of Federal Universities and Federal/Technical Institutes, respectively.

Due to the objectives and questions that guide the COBRADI research, it would be unfeasible to work on a specific cut of public policies in the reports produced annually. In this sense, a supplementary line of research in the areas of higher education/science, technology and innovation is proposed, in order to generate additional value and present contributions to sectoral policies. Based on the data collected by COBRADI and the datasets contained in other public databases, we propose three lines for the supplementary research: (i) student mobility in Brazilian HEIs; (ii) international research networks that Brazil is part of; (iii) diaspora of Brazilian scientists. CONSULTANCY OBJECTIVE: - Generate evidence to guide the internationalization, mobility and research policies of Higher Education Institutions in Brazil; - Map Brazil's international research networks to strengthen research, technological development and innovation policies. - Consolidate the system, the collection variables and the general knowledge about the COBRADI research.

Qualifications/special skills Doctorate in any area of knowledge - minimum of 10 (ten) years in teaching and research activities on topics related to Brazilian higher education; development (R&D); public policies, negotiations and agreements for the improvement of higher-level personnel and/or related areas. Publications related to higher education assessment and/or related areas.

Languages- Fluency in Portuguese and English
