OBJECTIVES OF THE PROGRAMME

The mission of WHO's Health Emergencies Programme (The Programme) is to help countries, and to coordinate international action, to prevent, prepare for, detect, rapidly respond to, and recover from outbreaks and emergencies.

DESCRIPTION OF DUTIES

In the context of the WHO Health Emergencies Incident Management System (IMS), at the country level, the incumbent will provide operational support to the Ministry of Health and partners in timely responses to outbreaks/epidemics and health emergencies through managing the laboratory and medical equipment maintenance with the WHO recommended standards, throughout the full cycle of an incident.The incumbent will carry out the following duties:

1. Review the De-Facto Standard Specifications of laboratory and medical equipment and propose necessary additional components for the project:

a. Identify the necessary additional laboratory and medical equipment and related installation requirements, set up, maintenance and usage.

b. Develop technical specifications for all required pieces of laboratory and medical equipment and necessary additional components.

c. Prepare the complete lists of laboratory and medical equipment and necessary additional components to be procured under the project.

d. Identify the basic equipment pre-installation works to be incorporated in the list of the pre-installation services to be contracted and performed (e.g. civil, electrical, mechanical).

e. Support the project management unit in the examination of the architectural and technical studies/documents concerning the installation constraints of selected equipment.

2. Provide technical support in the tender process to WHO UKR Procurement expert, including identification and evaluation of suitable laboratory and medical equipment suppliers, examination and analysis of equipment bids.

3. Provide technical support during the Installation for laboratory and medical equipment in the specific selected locations, including supervision of works and certification.

4. Produce a project completion report for medical and laboratory equipment and necessary additional components.

5. Participate in the development of training programs for laboratory and medical personnel and provide technical advice and training on the use of the equipment.

REQUIRED QUALIFICATIONS

Education

Essential: University degree in Biomedical engineering, biomedicine, medical laboratory sciences or related field. Desirable: Advanced degree in the above areas.

Experience

Essential: At least 5 years professional experience in preparation of laboratory and medical equipment assessment and specifications for laboratories and hospitals. Desirable: Work experience in WHO or another international public health organization.

Skills

Excellent skills in technical analysis, installation and maintenance of various types of laboratory and medical equipment. Excellent communication and presentation skills with the ability to write in a clear and concise manner and give technical advice and guidance taking into consideration the views of multiple stakeholders and partners in resource-limited contexts. Proven communication skills and results to resolve issues in a proactive manner, while ensuring effective work practices and ethics. Good computer skills in Microsoft Office applications.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 62,120 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 1884 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
